DAVID V. ALLEN is a partner in the Cleveland office of the law firm of Taft Stettinius & Hollister LLP. He practices mainly in the area of commercial real estate transactions, including acquisitions and sales, leasing, financing, as well as residential low income housing tax credit projects and various other related matters and intellectual property. Mr. Allen also teaches both business law and ethics at Walsh University's School for Professional Studies. FUNK is a partner with the Akron law firm of Roetzel & Andress, L.P.A., where he practices in business and public law litigation, land use and zoning law. Mr. Funk earned his B.A. degree, summa cum laude, from Miami University and his J.D. degree, cum laude, from Harvard Law School. JOSEPH P. KONCELIK is an attorney with Frantz Ward LLP. His practice focuses on environmental matters, advanced energy, and government relations. He has more than 12 years of environmental regulatory experience and has held the most senior positions at Ohio EPA, including director, assistant director and chief legal counsel. Mr. Koncelik uses his extensive experience to assist businesses in accomplishing their goals while complying with complex environmental laws and regulations. He has senior level experience in all facets of environmental law, including air pollution, water pollution, solid waste, industrial waste, hazardous waste, and CERCLA. In relation to environmental law, Mr. Koncelik has expertise in assisting clients in matters associated with permitting, enforcement, regulatory compliance, administrative hearings and real estate transactions with regards to advanced energy. He can provide counsel regarding renewable energy siting and credit trading, as well as verification and contract issues associated with greenhouse gas regulation. He acts as special counsel to municipalities, townships and county government. Mr. Markowitz has created numerous condominium and cluster developments, and represents community associations. CHARLES T. RIEHL is a partner of the Cleveland law firm of Walter & Haverfield LLP, where he practices in the areas of business litigation services, environmental law, municipal law, public law and real estate law. Mr. Riehl divides his practice between private client representation for the firm's litigation group and municipal representation for its public law group. In his municipal practice, he serves as law director of the city of Hudson, and the villages of Cuyahoga Heights, Richfield and Gates Mills, Ohio. Mr. Riehl has formerly served as the law director of Shaker Heights and Solon. As part of his public law practice, he has dealt with a wide variety of zoning, telecommunications, employment, civil service, environmental and construction issues. WERNER is a member of the Beachwood law firm of Berns, Ockner & Greenberger, LLC, where his practice concentrates on zoning, planning, eminent domain, municipal and commercial law, and business transactions. He earned his B.A degree, summa cum laude, from the University of California at Los Angeles, and his J.D. degree from Loyola Law School, Los Angeles, and is a Phi Beta Kappa member. Mr. Werner is admitted to practice in the state of California and the state of Ohio, before the Federal District courts for the Central District of California and the Northern and Southern districts of Ohio, and before the 6th Circuit Federal Court of Appeals. Mr. Werner is the former vice mayor and Ward 1 councilman for the City of Brunswick, Ohio, and is currently a councilman-at-large there. He served as chair of council's Economic Development and Planning & Zoning committees, and as council's representative to the city's planning commission, and was a member of Brunswick's Board of Zoning Appeals. Mr. Werner has presented regularly on topics which include regulatory takings, township zoning, subdivision regulations, mechanics’ liens, and the Ohio Marketable Title Act.
