RALPH F. BERGER is the CEO and founder of RF Berger & Associates Inc., a full-service appraisal company in Columbus. Mr. Berger's career in real estate began in 1974 in sales, leasing, and management. Since then he has achieved some of the highest degrees of accreditation and certification available in the appraisal industry, including Member Appraisal Institute (M.A.I.) and Senior Residential Appraiser (S.R.A.). His substantial experience in real estate appraising includes federal, state, county and city agencies; savings and loans associations; credit unions; finance companies; attorneys; private individuals; and relocation companies. He has served on numerous advisory committees and held all chairs of the Cardinal Chapter of the Appraisal Institute, where he was president from 1989 to 1990. Mr. Berger continues to share his real estate appraisal knowledge by teaching seminars on Ohio real estate, and speaking on real estate topics at local real estate offices, the Columbus Mortgage Brokers Association, financial institutes, and The Ohio State University Fisher College of Business. KIMBERLY J. BROWN is a partner in the construction and litigation groups at Bricker & Eckler LLP, with more than 14 years of experience as a litigator. Her practice focuses on eminent domain, annexation, construction, and other complex litigation at the trial and appellate levels. She has represented various political subdivisions in the state of Ohio in eminent domain, annexation and construction matters, including but not limited to public school district boards of education, municipalities, counties, townships, public hospitals, regional water and sewer districts, and port authorities. She has spoken frequently and published multiple articles on eminent domain, construction and annexation topics. Ms. Brown is a member of the Columbus Bar Association. She earned her B.A. degree, magna cum laude, from Otterbein College and her J.D. degree, summa cum laude, from Capital University. JENNIFER A. FLINT is a member of the Bricker & Eckler LLP education group and participates in the firm's appellate group. In 2009, she became certified as an Appellate Law Specialist by the Ohio State Bar Association. She practices in the areas of school law, appellate advocacy and eminent domain. Ms. Flint is a member of the Ohio State and Columbus bar associations. She earned her B.A. degree from The Ohio State University and her J.D. degree, cum laude, from Capital University Law School. ANTHONY E. PALMER JR. is an attorney in the Law Offices of John L. Alden. Mr. Palmer practices in land use and zoning law, transportation law, election law, contract law, and general litigation. He previously served as an assistant prosecuting attorney in the civil division of the Franklin County Prosecutor's Office, where he represented and advised county and township zoning enforcement officers and agencies. Mr. Palmer has previously lectured for National Business Institute on land use and zoning matters. He earned his B.A. degree from The Ohio State University and his J.D. degree from Capital University Law School. He is a member of the Columbus Bar Association and the Ohio State Bar Association. GREGORY S. SEVERANCE has more than thirty years of experience as an attorney with extensive background in civil litigation. During his twenty-six years of employment as an associate assistant attorney general for the state of Ohio, he has represented various state agencies before state and appellate courts, as well as Ohio federal courts, including the Sixth Circuit Court of Appeals and a number of bankruptcy courts throughout the United States. He is experienced in handling legal matters at all stages of proceedings (administrative, court and appellate) and has practiced in all of Ohio's 88 counties. In addition to practicing law, he is an instructor for a number of seminars and college courses for the general public, attorneys and other professionals. He presently serves in the Transportation Section of the Ohio Attorney General's Office, specializing in eminent domain litigation and administrative hearings and appeals. He is a graduate of Capital University Law School and the University of Cincinnati.
