JAMES A. BUDZIK is an attorney with Mansour, Gavin, Gerlack & Manos Co., L.P.A., whose practice is concentrated in public and private sector labor and employment law representing management and employers. Mr. Budzik specializes in collective bargaining negotiations, mediations, fact-findings, conciliations, unfair labor practice proceedings, civil service disciplinary proceedings and grievance arbitrations on behalf of numerous county agencies, municipalities and other public sector entities. Mr. Crisci has practiced employment and labor law in both the public and private sectors for more than 25 years and is an OSBA Certified Specialist in labor and employment law. His practice has encompassed a wide variety of subjects, including discrimination, retaliation and workplace harassment, unfair labor practices, collective bargaining, arbitration, wrongful discharge, and enforcement of restrictive covenants. Mr. Crisci has lectured frequently on many topics, including public sector labor and employment law, employment discrimination, workplace harassment, retaliation, wrongful discharge, collective bargaining, avoiding unfair labor practices, and proper evaluation, discipline and termination procedures. He is a member of the American Bar Association's litigation, state and local government, and labor and employment sections. Mr. Crisci also is a member of the Ohio State and Cleveland bar associations. He earned his B.A. degree from the College of Wooster and his J.D. degree from Case Western Reserve University School of Law. LANE is an attorney with Walter & Haverfield LLP, and a member of the firm's municipal law, public law and education law practice groups. Ms. Lane has considerable experience representing public entities, including cities, villages, townships, school boards, and districts in the areas of land use, planning and zoning, code enforcement, storm water management (including U.S. EPA and Ohio EPA mandates), public improvement projects, nuisance abatement, eminent domain, records retention, Ohio's Sunshine Laws, election issues, and more. Prior to joining the firm, she gained municipal law experience through her work in a thriving outer ring suburb dealing with the issues of rapid residential and commercial development, including planning and zoning concerns, storm water management, code enforcement, codified ordinance revisions, administrative appeals, and municipal litigation. Ms. Lane also worked with a smaller community committed to the redevelopment of its aging buildings and infrastructure and the preservation of its limited green space. She is a member of the Cuyahoga County Law Directors Association and the Ohio State and Cleveland Metropolitan bar associations. She earned her B.A. degree, magna cum laude, from Marietta College, and her J.D. degree from Case Western Reserve University. TONI L. MORGAN is the assistant law director and prosecutor for the City of North Ridgeville. Ms. Morgan handles prosecution in the municipal court and works with and advises the police. In addition she provides advice to all departments on issues covering a wide range of topics. Contract review, employment issues, legislation and human resources issues are among the items addressed. Ms. Morgan also advises committees and boards including the Planning Commission and the Board of Zoning Appeals. Addressing public records requests and related issues comprises an increasingly large part of the work of her office. In addition to being a member of the Ohio Bar Association, she is a member of the Women's Bar and the Cuyahoga County Law Director's Association. Ms. Morgan earned her B.S. degree from West Virginia University, her M.A. degree from Akron University and her J.D. degree from Cleveland Marshall School of Law. LEIGH S. PRUGH is an assistant prosecuting attorney with the Portage County Prosecutor's Office. Ms. Prugh provides legal counsel and handles civil prosecution for the Portage County Board of Commissioners, engineers, water resources department, building department, health district, solid waste district, regional planning commission, and several other county subdivisions. She has represented clients in various stages of litigation at the trial court level, in the 11th District Court of Appeals, and in the Ohio Supreme Court. Ms. Prugh also has conducted in-service trainings for Portage County employees. She is a member of the Cleveland Metropolitan Bar Association. Ms. Prugh earned her B.A. degree from Miami University and her J.D. degree from Case Western Reserve University School of Law. GARY F. WERNER is a member of the Beachwood law firm of Berns, Ockner & Greenberger, LLC, where his practice concentrates on zoning, planning, eminent domain, municipal and commercial law, and business transactions. He earned his B.A. degree, summa cum laude, from the University of California at Los Angeles, and his J.D. degree from Loyola Law School, Los Angeles. Mr. Werner is a Phi Beta Kappa member. He is admitted to practice in the state of California and the state of Ohio, before the Federal District Courts for the Central District of California and the Northern and Southern Districts of Ohio, and before the 6th Circuit Federal Court of Appeals. He is a member of the American, Medina County, and Cleveland Metropolitan Bar Associations, and the Medina County Home Builder's Association. Mr. Werner currently serves as the mayor of the city of Brunswick, Ohio (pop. 37,000), and is a former vice mayor, Ward 1 councilman, and councilman-at-large for the city. He has served as chair of City Council's Finance, Economic Development, and Planning & Zoning Committees, as council's representative to the City's Planning Commission, and was a member of Brunswick's Board of Zoning Appeals. Mr. Werner is also currently Medina County's representative on the Board of Directors of NOPEC, and he chairs NOPEC's Electricity and Gas Committee. Mr. Werner has presented regularly on topics which include regulatory takings, township zoning, subdivision regulations, mechanic's liens, and the Ohio Marketable Title Act.
