ELLEN EAGEN is a member of Hiscock & Barclay, LLP's Commercial Litigation practice group and represents clients before state and federal court, administrative agencies and tribunals, and the American Arbitration Association. She has experience in a broad range of complex litigation for large corporate clients, non-profit entities and individuals, and on matters relating to First Amendment, media, and education law. Ms. Eagen has trial experience in California and New York state and federal courts. Appointed by the court, she has served as a special master in the U.S. District Court for the Northern District of California. She devotes a portion of her practice to pro bono work. Ms. Eagen earned her A.B. degree, cum laude, from Princeton University and her J.D. degree from Cornell University Law School. She is an adjunct professor at Syracuse University, S.I. Newhouse School of Public Communications for First Amendment and Media Law. JAMES P. EVANS is a partner in the firm of Hiscock & Barclay, LLP, a 190 attorney law firm with eight offices throughout New York, Boston, and Washington D.C. Mr. Evans is located in the Syracuse office, where he practices in the areas of construction law, education law, commercial litigation and labor and employment law. Mr. Evans is an assistant professor of education at Le Moyne College. He has been a guest lecturer for the New York State Bar Association and Syracuse University College of Law, as well as a frequent lecturer for National Business Institute. He is a member of Onondaga County Bar Association. Mr. Evans earned his B.A. degree from New York State University at Oswego and his J.D. degree, cum laude, from Syracuse University College of Law. DR. MATTHEW R. FLETCHER is a sole practitioner in Auburn, New York, where he focuses on labor and employment, education law and corporate law. He is in-house counsel and assistant superintendent for personnel relations for the Cayuga and Onondaga Counties Board of Cooperative Educational Services. As assistant superintendent, Dr. Fletcher supervises the negotiation and management of approximately 100 collective bargaining agreements in 45 public school districts, and municipalities. Dr. Fletcher has lectured and conducted training programs on labor and employment for public employers and school districts and in other areas related to public education. He formerly taught a graduate level class for a Certificate of Advanced Studies Program at the State University College at Cortland. Dr. Fletcher has written on employee discipline, collective bargaining, personnel administration, student discipline and special education. He received his A.B. and M.A. degrees from Colgate University, a Ph.D. from the Graduate School at Syracuse University and his J.D. degree, cum laude, from the College of Law at Syracuse University. Mr. Fletcher is a member of the American Bar Association and the New York State Bar. DENNIS G. O'HARA is a senior partner of O'Hara, O'Connell & Ciotoli and has focused his efforts in the education law area since 1965. The firm concentrates in education law and public employment matters, and represents several public school districts and BOCES. Mr. O'Hara is the author of numerous articles on education law and has been a frequent lecturer at regional, state and national education law and public employment law seminars. He also is an experienced litigator and a member of the New York State Bar Association (NYSBA), Labor Law Section, the American Bar Association (Litigation Section), the American Bar Association Committee on Employment and Labor Law, the Education Law Association, the American Arbitration Association's Panel of Arbitrators, the New York State Association of School Attorneys, the National School Boards Association Council of School Attorneys, the National College of Advocacy, the American Association for Justice, the New York State Trial Lawyers Association, and the Management Advocates for School Labor Affairs. He is the president of Education Law Information Network, Inc., an on-line education law information resource. He is also a recognized bond counsel. For several years, he has been an adjunct professor at SUNY Oswego, where he teaches a graduate level course in education law. Mr. O'Hara is a graduate of Le Moyne College and Syracuse University College of Law.
