STEPHEN D. CIOTOLI is a partner at O'Hara, O'Connell & Ciotoli, where he concentrates his practice in the areas of civil litigation and trial practice with an emphasis on education, commercial, municipal and insurance defense law. He obtained his bachelor's degree from The State University of New York at Binghamton and his law degree from the University of San Francisco. Mr. Ciotoli practiced law in California for 20 years. For 12 years he was a senior litigation and trial counsel for Zurich North America Insurance Co. in San Francisco. Mr. Ciotoli, who is originally from the southern tier, returned to central New York and joined the firm in 2003, where he now concentrates in education and municipal law, while focusing in such areas as special education law, 504 plans, student disciplinary matters and FERPA. Mr. Ciotoli is a member of the New York State Bar Association. He is admitted to practice in the U.S. District Courts for the Northern and Western Districts of New York. (Rochester and Syracuse locations) TIMOTHY A. COLLINS is an attorney at O'Hara, O'Connell & Ciotoli. He is a magna cum laude graduate of the University at Buffalo School of Law, where he participated in the Special Education Law Clinic and represented parents and students in special education matters. With the firm, he focuses his efforts in the areas of special education and education law. He is a member of the New York State Bar Association, the American Bar Association and the Onondaga County Bar Association. He is admitted to practice in New York and the U.S. District Court for the Northern District of New York and the U.S. Supreme Court. Mr. Collins also is a member of the Learning Disabilities Association of America, the Learning Disabilities Association of Central New York and the American Association of Justice. (Rochester and Syracuse locations) DR. MATTHEW R. FLETCHER is a sole practitioner in Auburn, New York, where he focuses on labor and employment, education law and corporate law. He is in-house counsel and assistant superintendent for personnel relations for the Cayuga and Onondaga Counties Board of Cooperative Educational Services. As assistant superintendent, Dr. Fletcher supervises the negotiation and management of approximately 100 collective bargaining agreements in 45 public school districts, and municipalities. Dr. Fletcher has lectured and conducted training programs on labor and employment for public employers and school districts, and in other areas related to public education. He formerly taught a graduate level class for a Certificate of Advanced Studies Program at the State University College at Cortland. Dr. Fletcher has written on employee discipline, collective bargaining, personnel administration, student discipline and special education. He earned his A.B. and M.A. degrees from Colgate University; his Ph.D. from the Graduate School at Syracuse University; and his J.D. degree, cum laude, from the College of Law at Syracuse University.
