HON. WILLIAM C. BIRDSALL graduated from the University of Missouri-Columbia School of Law and was admitted to The Missouri Bar that same year. Judge Birdsall was admitted to the practice of law in New Mexico in 1975. His practice involved criminal, civil, domestic and administrative litigation. Judge Birdsall served a term as San Juan County District Attorney from 1985 through 1988, and was elected as president of the New Mexico District Attorneys' Association during that term. He took office as District Judge, Division I, in January 1999, and was elected Judge of the 11th Judicial District by his fellow judges in 2002 and served until 2009. In addition to his duties as Chief Judge and his juvenile, civil and domestic caseload, Judge Birdsall is actively involved in the court's Self-represented Litigants Program, Juvenile Drug Court, and Grade Court. HON. THOMAS J. HYNES attended the University of Notre Dame and Georgetown Law School earning his J.D. degree. In 1973, he was appointed District Attorney for the 11th Judicial District. In 1975, Judge Hynes formed the law firm of Hynes, Eastburn and Hale. His practice involved criminal defense, workman’s compensation, civil and criminal litigation. During this time, Judge Hynes was active in several associations such as the State Bar Association, Navajo Nation Bar Association, American Trial Lawyers Association, and San Juan Bar Association. His caseload is comprised mostly of criminal, civil, and domestic cases. Judge Hynes is actively involved in the court and its special programs such as Adult Drug Court and Pre-trial Services. HON. KAREN L. TOWNSEND graduated from Fort Lewis College in Durango, Colorado. Judge Townsend earned her J.D. degree from Syracuse University College of Law. Returning to Aztec after law school, she began her law practice with an emphasis on civil litigation with the Tansey, Rosebrough, Gerding & Strother, P. C. firm. Her legal experience includes ten years as the City Attorney for the City of Aztec, a Domestic Violence Hearing Officer and Guardian ad Litem for abused and neglected children. In August 2006, Judge Townsend was appointed District Judge for the 11th Judicial District Court. She assisted in starting the Treatment Court program for San Juan County in 2007. Judge Townsend currently serves on the Board of Directors for the District Judges Association and the Mental Health subcommittee for the New Mexico Supreme Court. Her case assignment includes civil, domestic and criminal cases. MODERATOR - VICTOR A. TITUS is a trial lawyer, which he currently limits his cases to injury claims, criminal defense and workers' compensation. Mr. Titus has been an arbitrator in various civil disputes involving contract and uninsured motorist claims since 1985. He is a member of the State Bar of New Mexico, San Juan County New Mexico Bar Association, New Mexico Trial Lawyers' Association, New Mexico Criminal Defense Lawyer's Association, Four Corners Inns of Court Barrister, Worker's Compensation Association of New Mexico, The Barrister's Society, Colorado Bar Association, Colorado Criminal Defense Bar, Colorado Trial Lawyers Association, State Bar of Arizona, Arizona Trial Lawyers Association, Arizona Attorneys for Criminal Justice, The Association of Trial Lawyers of America, National Association of Criminal Defense Lawyers and Sports Lawyers' Association. Mr. Titus earned his B.A. degree, cum laude, from Central Missouri State University and his J.D. degree from the University of Missouri.
