RICHARD L. ANKLAM is the president and executive director of the New Mexico Tax Research Institute. Prior to accepting this position in late May, 2007, he was the director of state and local tax for Grant Thornton LLP, an international accounting and consulting firm. His responsibilities were for the Albuquerque and Phoenix offices. He is disciplined in multi-state tax and credit/incentive issues, and served as his firm's primary New Mexico tax expert with an emphasis on the gross receipts tax. Before his service with Grant Thornton LLP, Mr. Anklam was the assistant secretary/director of tax policy for the New Mexico Taxation and Revenue Department. Previously to that, he led KPMG's state and local tax practice in the Albuquerque and El Paso offices. Prior to that Mr. Anklam was a tax auditor with New Mexico Taxation and Revenue Department. He is a member of the Government Research Association, the National Taxpayers' Conference, the New Mexico Society of Association Executives, the American Institute of Certified Public Accountants, and serves on the board of the New Mexico Society of CPAs. He has served previously on the boards of the New Mexico Tax Research Institute, and the Association of Commerce and Industry, where he was an active member of their tax committee. Mr. Anklam is a CPA and graduate of the University of New Mexico's Anderson School of Management. ROBERT J. DESIDERIO currently practices with The Law Offices of Sanchez, Mowrer and Desiderio, P.C., in the areas of tax-exempt organizations, tax law and business transactions. He was dean of the University of New Mexico School of Law from 1979 to 1985 and from 1997 to 2002 and served as a professor of law for the school over several decades. Mr. Desiderio wrote Planning Tax-Exempt Organizations (Matthew Bender, 2006), Vol. 19, Not-for-Profit Corporations, Rabkin & Johnsons, Current Legal Forms with Tax Analysis (Matthew Bender, 2007) and (Tax Exempt Organizations: Law and Policy( (West 2006) (with Marilyn Phelan). He was the executive director of Con Alma Health Foundation. Mr. Desiderio was co-chair of the State Bar Study Committee and was a consultant to Southern New England Law School. In addition to his responsibilities as dean, he chaired the Judicial Selection Commission in New Mexico and chaired the Professional Tax Study Committee. He also co-chaired the Public School Capital Outlay Task Force. Currently, Mr. Desiderio is vice-chair of the New Mexico Education Trust Board. Mr. Desiderio's research interests include tax-exempt organizations, state and local taxation and remedies. Mr. Desiderio earned his B.S. degree from St. Joseph's University in Pennsylvania and his J.D. degree from Boston College. BENJAMIN C. ROYBAL is a shareholder and director of the Albuquerque law firm of Betzer Roybal & Eisenberg, P.C., where he practices in the firm's business and tax section, concentrating on business planning, business transactions, and federal and state taxation. He also handles federal and state tax disputes. Mr. Roybal previously served as an adjunct professor of law at the University of New Mexico School of Law. He earned his B.B.A. degree from the University of New Mexico Anderson School of Management, his J.D. degree, from the University of New Mexico, and his LL.M. degree, in taxation, from New York University. Mr. Roybal is a member of the State Bar of New Mexico (Tax Section).
