DAVID L. MATHEWS is in-house counsel for Sandoval County Development, one of the fastest growing counties in the United States and home to the fastest growing municipality in the United States. Mr. Mathews spent more than 20 years in private practice before joining Sandoval County. In his years in private practice, he represented about 18 local governments, many of which had significant issues regarding zoning, subdivisions, roads, water, and general land use and land development planning. During his private practice, Mr. Mathews represented communities such as Corrales, Moriarty, Estancia, Los Ranchos de Albuquerque, Questa, Cimarron, Raton and several other small communities. He also represented the Bernalillo County Metropolitan Court in its land acquisition for the current courthouse. Mr. Mathews earned both his undergraduate and graduate degrees from Bowling Green University and his J.D. degree from the University of New Mexico. He has been a frequent speaker at National Business Institute seminars, generally addressing land use issues. Mr. Mathews received the first pro bono award given by the State Bar of New Mexico and continues to accept pro bono cases from the state bar and the 13th Judicial District Courts. He attempts to focus his pro bono work on children and the elderly, but also is a certified mediator and is an active participant in the Sandoval County mediation programs. He participates in both the Municipal and the County Attorneys' associations, and is a member of the Lawyers' Assistance Committee of the state bar. Mr. Mathews is a former member of the Board of Directors of the New Mexico Center for Dispute Resolution, the Westside Literacy program, Albuquerque Help for the Homeless and Northern New Mexico Legal Services. He currently serves on the Board of Directors of Corrales Main Street and is also the director of the Native American Election Information Program for Sandoval County. GREGORY SMITH is an assistant city attorney and contract services division manager for the Department of Municipal Development in Albuquerque. His main area of practice is construction contracting. Mr. Smith is a previous lecturer on his area of expertise. He is a member of the State Bar of New Mexico. Mr. Smith earned his B.A degree at Oklahoma State University and his J.D. degree, with highest honors, from the University of Oklahoma.
