ANNE P. BROWNE is a shareholder at Sutin, Thayer & Browne, APC. She has broad experience advising lenders, borrowers, developers, real estate private equity funds and institutional and non-institutional investors in all aspects of real estate, including undeveloped land, office buildings, apartment buildings, hotels, shopping centers, multi-family and mixed-use projects and other commercial properties. Ms. Browne's experience includes advising both lenders and borrowers regarding loans for acquisition and development, construction, mezzanine and permanent financing. In addition, she has experience representing lenders and borrowers in distressed situations, including debt restructurings, extensions, workouts and forbearance agreements. Ms. Browne earned her B.A. degree from Franklin and Marshall College and her J.D. degree from the University of Bridgeport. DON F. HARRIS is the founder of The Law Firm of Don Harris in Albuquerque, New Mexico, practicing in the area of bankruptcy and family law. Mr. Harris graduated cum laude from the University of Connecticut Law School. He clerked for the chief judge of one of the busiest federal bankruptcy courts in the country. Mr. Harris is the past chair and a current member of the Bankruptcy Section of the New Mexico State Bar, as well as the family law section. He is a current member of the National Association of Consumer Bankruptcy Attorneys. Mr. Harris founded and was the first president of the States' Association of Bankruptcy Attorneys (SABA), which is a national association of state and local governmental legal professionals who coordinate and cooperate in bankruptcy matters on a national level. He was the lead attorney representing 31 states in the US Supreme Court of Raleigh v. Illinois, in which he prevailed both in getting the Supreme Court to hear the case and ultimately to unanimously rule in favor of the position he was advocating on behalf of the many states. Mr. Harris was invited to testify before Congress in the House of Representatives Judiciary Committee on March 18, 1999 regarding proposed changes to the bankruptcy code at that time. He was selected to participate in the proceedings before the National Bankruptcy Review Commission that was created by Congress to recommend changes to the bankruptcy code. Mr. Harris has written articles in leading bankruptcy publications and written materials and presented at several bankruptcy seminars for attorneys. He has obtained numerous published court opinions in several different states in the area of bankruptcy law. He has been honored by the New Mexico State Bar three times with appointments to serve on the Judicial Selection Committee. Mr. Harris has been selected by the New Mexico bankruptcy judges to serve on a local rules committee. JOHN LUCERO is a manager and licensed title officer with American Southwest Title LLC, where he specializes in title insurance and escrow services. Mr. Lucero is a member of the New Mexico Land Title Association. He has 15 years experience in the title insurance industry which includes issuing title policies for residential and commercial properties for the Greater Albuquerque Metro Area, specializing in foreclosure and REO transactions, and also in manufactured home deactivation and real property assessments. Mr. Lucero attended the University of New Mexico - Anderson School of Business. JAMES S. RUBIN is a co-founder of the Rubin Katz Law Firm. In addition to real estate and land use law, his practice has emphasized business, banking, commercial and entities law. He is a frequent speaker at professional education forums and has acted as counsel in real estate transactions across New Mexico and the United States. Mr. Rubin is admitted to practice before the Supreme Court of the U.S. and in the state of New Mexico, and has served as chairman of the Real Estate Specialty Committee of the State Bar of New Mexico Board of Legal Specialization (1992-1998). He earned his B.S.B.A. degree from Kellogg School of Management of Northwestern University and his J.D. degree from the University of Illinois College of Law.
