HERBERT B. BENNETT is a partner at the Princeton office of the Hackensack law firm of Sokol, Behot and Fiorenzo. He has litigated against the Department of Environmental Protection in the Superior Court, Appellate Division, and his regulatory practice includes extensive dealing in ECRA/ISRA, hazardous waste management, air permitting, waterfront development, sewer extension, and stream encroachment issues. Mr. Bennett served as chief regulatory officer in the Office of the Commissioner, Department of Environmental Protection, in Trenton, New Jersey. He has been a lecturer at various environmental seminars and forums. Mr. Bennett served for several years as an adjunct instructor for environmental law and conservation at Burlington County College. He was formerly an adjunct instructor at Fairleigh Dickinson University, teaching an environmental regulation course in a graduate program. Mr. Bennett earned his B.A. degree from Ursinus College and his J.D. degree from Boston College Law School. He is a member of the New Jersey State (member, Environmental Law Section) and the American (member, Natural Resources, Energy and Environmental Law Section) bar associations. PETER FLANNERY is an attorney with the law firm of Sills Cummis & Gross P.C., where he focuses his practice in the areas of land use applications, land use litigation, development incentives, and redevelopment. He was a contributing author to the New Jersey Zoning and Land Use Book published by Juris Publishing. Mr. Flannery earned his B.A. degree from the University of Chicago, and his J.D. degree and Master of City and Regional Planning degree from Rutgers University. He is a member of the New Jersey State and New York State bar associations. STEVEN R. TOMBALAKIAN is an attorney at the law firm of Vogel, Chait, Collins and Schneider, where his practice emphasizes land use, zoning, environmental and municipal law, and commercial litigation. Mr. Tombalakian has represented property owners, developers and redevelopers, municipalities, and not-for-profit entities on a wide variety of matters. He also is licensed as a professional engineer and planner. Mr. Tombalakian began his career with a consulting engineering firm where he worked on many civil and environmental engineering projects throughout New Jersey. He has considerable practical design, planning, and construction experience, which he utilizes to aid and advise clients as part of his legal practice. Mr. Tombalakian is frequently called upon to help clients navigate the increasingly complex regulatory maze, and is a skilled litigator before the state and federal courts. He frequently lectures on New Jersey zoning and municipal law. Mr. Tombalakian is chairman of the Borough of Madison Planning Board, New Jersey Bar Association- Environmental/Land Use/Business Law sections (ISRA Subcommittee). He earned his B.E. and M.E. degrees from Stevens Institute of Technology, and his J.D. degree from Seton Hall University School of Law.
