DONALD P. BLISS is the director of the National Infrastructure Institute's Center for Infrastructure Expertise. He served as the New Hampshire State fire marshal from August 1992 until November 2003. Mr. Bliss assumed responsibility for New Hampshire's emergency management and homeland security efforts. He chaired the Governor's Commission on Preparedness and Security, and transitioned the Governor's Office of Emergency Management to the newly formed Division of Fire Safety and Emergency Management within the New Hampshire Department of Safety. Mr. Bliss has served in leadership roles in numerous professional organizations, including the National Association of State Fire Marshals, the National Fire Protection Association, the New Hampshire Association of Fire Chiefs (past president) and the New Hampshire Emergency Medical Services Coordinating Board (former chair). He served as president of the National Association of State Fire Marshals and is chair of the association's Consumer Product Safety Task Force, as well as serving as chair of the International Fire Code Prescriptive Drafting Committee. Mr. Bliss chaired the National Fire Protection Association's (NFPA) Uniform Fire Prevention Code Technical Committee and currently serves on the association's Board of Directors. He chairs the National Electrical Code panel on homeland security and mission critical facilities; and he serves on the NFPA Technical Committee on Emergency Management and Business Continuity, and the NFPA Technical Committee on Cultural Resources. Mr. Bliss received his B.A. and M.P.A. degrees from the University of New Hampshire. STEPHEN C. BUCKLEY is an attorney with Hage Hodes PA, where he focuses his practice on municipal/land use, workers' compensation/Social Security, construction litigation, civil litigation, and personal injury and general negligence. He is admitted to practice in all federal and state courts in New Hampshire. Mr. Buckley's memberships include the New Hampshire Bar Association (Municipal Law and Workers' Compensation sections), the Manchester Bar Association, the U.S. District Court Bar, the New Hampshire Association for Justice, and the Workplace Injury Law and Advocacy Group. Mr. Buckley is a past lecturer on municipal law topics for the New Hampshire Municipal Association. He received his B.A. degree from San Diego State University and his J.D. degree from Franklin Pierce Law Center. CATHERINE M. COSTANZO is an attorney at Nelson Kinder & Mosseau, PC in Manchester, New Hampshire. She specializes in representing municipalities and government officials relative to employment law claims and civil rights claims (the latter especially in the context of police liability). Prior to joining private practice, she was a felony prosecutor for five years at the Strafford and Carroll County attorneys' offices. Ms. Costanzo sits on the board of the Brain Injury Association of New Hampshire and the New Hampshire Bar Committee for Cooperation with the Courts. She also served on the legislative commission dedicated to recommending ways to increase New Hampshire citizens' use of seat belts. In addition to regular speaking engagements before lawyers, municipal officials, insurance executives and members of the law enforcement community, she recently published a chapter on rehabilitation evidence in MCLE's A Practical Guide to Evidence in New Hampshire. Ms. Costanzo earned her J.D. degree at Boston University School of Law and her undergraduate degree at Mount Holyoke College. AMY MANZELLI is a member of Baldwin & Callen, PLLC, where she guides green developers through all phases of projects, especially permitting of innovative and low-impact techniques. She also assists those who oppose or wish to obtain modifications to projects of others. She earned her B.S. degree in environmental conservation, her B.A. degree in Spanish and her J.D. degree from Vermont Law School. Ms. Manzelli also holds an advanced degree in environmental law. She recently has been appointed as commissioner to the 15-member Water Sustainability Commission by Governor Lynch. RICARDO A. ST. HILAIRE is a sole practitioner, who practices law throughout New Hampshire and internationally from offices in Lebanon and Concord. Mr. St. Hilaire is a former 15-year veteran prosecutor who was elected to four terms as Grafton County attorney. He possesses substantial litigation, criminal investigations and government agency management experience. His private practice is in the areas of criminal justice, nonprofit incorporation and management, government relations, cultural property law, and museum risk management and administration. Mr. St. Hilaire is a member of the New Hampshire Bar and the New Hampshire Center for Nonprofits, and he is a certified institutional protection manager. He serves in leadership roles with the Lawyers' Committee for Cultural Heritage Preservation and the International Council of Museums-Conservation Committee. He received his law degree from Georgetown University and his Bachelor of Arts degree, magna cum laude, from Columbia University. In recognition of his professional work, Mr. St. Hilaire was recognized by the New Hampshire Association of Counties as County Attorney of the Year.
