ANN N. BUTENHOF practices in the areas of elder law, estate planning and special needs trusts. Prior to entering private practice, she was the directing attorney of the Senior Citizens Law Project of New Hampshire Legal Assistance, a statewide nonprofit law firm. Ms. Butenhof is an active member of the New Hampshire Bar Association's Elder Law, Estate Planning and Probate Section (chair, 2004 - 2005), the Special Needs Alliance (a national, invitation-only network of lawyers dedicated to Disability and Public Benefits Law), the National Academy of Elder Law Attorneys (NAELA), and the New Hampshire Estate Planning Council. She chaired the formation committee of the New Hampshire Chapter of NAELA, served as its first president and currently serves on its board. Ms. Butenhof earned her B.A. degree from Lake Forest College, and both her J.D., magna cum laude, and social work M.S.S.A. degrees from Case Western Reserve University. She earned the certified elder law attorney (C.E.L.A.) distinction from the National Elder Law Foundation in March 2005, and has an AV rating from Martindale-Hubbell. DONALD R. HUNTER is a senior management analyst with the Office of Medicaid Business and Policy, New Hampshire Department of Health and Human Services. In addition to Medicaid policy, Mr. Hunter has worked extensively with Medicare Part D since 2005. Previously, he worked with the New Hampshire Legislature and a national state government policy organization. MARY J. McGUIRE is an attorney with New Hampshire Department of Health and Human Services. Ms. McGuire is an attorney and serves as counsel for the Adult Protective Services Unit and New Hampshire Bureau of Elderly and Adult Services State Registry. She is a former legal coordinator for the New Hampshire Bureau of Elderly and Adult Services, where she served as general counsel to administer and coordinate the legal activities of the New Hampshire Bureau of Elderly and Adult Services. Ms. McGuire earned her B.S. degree from Indiana State University and her J.D. degree from Franklin Pierce Law Center. BEN MORTELL is the Benefits Project Director and Staff Attorney at New Hampshire Legal Assistance, where he provides free civil legal services to low income, disabled, and the elderly. His specialty is public benefits with an emphasis on Social Security disability and Medicaid disability law. Mr. Mortell is a member of the New Hampshire Bar Association and is licensed to practice in all New Hampshire State Courts as well as Federal Courts. After working as a VISTA volunteer in Iowa, Mr. Mortell began working for NHLA in 1980 and continued working at NHLA until 1993 as a paralegal advocate primarily for the Senior Citizen Law project and represented poor, disabled and elderly clients in Town welfare, unemployment, State welfare, Medicare and Social Security hearings. He returned to NHLA in 1996 after graduating from law school and continued specializing in public benefits. About half of Mr. Mortell's current practice is representing individual clients in Social Security disability and Medicaid/APTD state administrative law hearings. He earned his B.A. degree from Trinity College in Hartford, Conneticut and his J.D. degree from Franklin Pierce Law Center in Concord, New Hampshire. LISABRITT SOLSKY is an attorney and administrator at the New Hampshire Department of Health and Human Services. She serves as Deputy Medicaid Director and oversees the Office of Medicaid Business and Policy's Research & Planning Unit, Data Management & Reporting Unit, Policy & State Plan Unit, Client Services Unit and the State Children's Health Insurance Program (CHIP). Ms. Solsky previously served as counsel to the Division of Family Assistance and the Office of Reimbursements, and as the administrator of the Department's Administrative Rules Unit and Estate Recovery Unit. Prior to joining the Department in 2000, she worked for Merrimack Valley Legal Services in Massachusetts. Ms. Solsky graduated from the District of Columbia School of Law and the University of Massachusetts Amherst. She is a 2008 graduate of Leadership New Hampshire and selected for the Union Leader's Forty Under Forty designation in 2010.
