CATHERINE M. COSTANZO is an attorney at Devine, Millimet & Branch, Professional Association in Manchester, New Hampshire. She specializes in representing police officers and police departments with regard to federal civil rights claims and state law civil claims. Prior to joining private practice more than eight years ago, she was a felony prosecutor for five years at the Strafford and Carroll County Attorneys' Offices. Ms. Costanzo sits on the board of the Brain Injury Association of New Hampshire and served on the legislative commission dedicated to recommending ways to increase New Hampshire citizens' use of seat belts. In addition to regular speaking engagements before lawyers, insurance executives and members of the law enforcement community, she also recently published a chapter on rehabilitation evidence in MCLE's A Practical Guide to Evidence in New Hampshire. Ms. Costanzo earned her J.D. degree at Boston University School of Law and her undergraduate degree at Mount Holyoke College. BRIAN J.S. CULLEN is an attorney with CullenCollimore, PLLC, in Nashua, New Hampshire, where he defends municipalities, corporations and individuals in all aspects of civil litigation. He appears regularly before state and federal courts defending police officers against claims ranging from false arrest to excessive force. Mr. Cullen began his legal career at what is now Bingham McCutchen, focusing on securities arbitration and complex commercial litigation. In 1999, he joined the Suffolk County (Massachusetts) District Attorney's Office, where he presented more than 35 appeals before the Massachusetts appellate courts, including a number of first degree murder cases heard by the Supreme Judicial Court. He tried numerous Superior Court jury cases ranging from drug trafficking to arson and attempted murder. Mr. Cullen became Chief of the Narcotics Unit, where he oversaw all felony drug prosecutions in Boston and its suburbs. He returned to New Hampshire as of counsel at Devine Millimet & Branch in 2003, where he chaired the Municipal Litigation and Education Litigation practice groups. In just over four years with the firm, he tried nearly a dozen cases in state courts in both Massachusetts and New Hampshire, as well as the U.S. District Court for the District of New Hampshire. Mr. Cullen earned his B.A. degree from Bates College and his J.D. degree, magna cum laude, from Villanova University School of Law. LAWRENCE A. VOGELMAN is a partner and director with Nixon, Raiche, Vogelman, Barry & Slawsky, P.A. in Manchester, New Hampshire, where his practice areas include criminal defense, civil rights litigation, medical malpractice, and employment rights. He is a graduate of Brooklyn College and Brooklyn Law School. Mr. Vogelman is a Master of the Daniel Webster Inn of Court and on the Executive Committee of the Civil Rights Section of the American Association for Justice. He is on the Federal Court Advisory Committee, and is the only New Hampshire Fellow of the American Board of Criminal Lawyers. Mr. Vogelman is also vice president of the New Hampshire Bar Association.
