JASON L. BARRON is a partner with K&L Gates LLP, where he focuses his practice on land use and zoning, commercial real estate, and land use litigation. Mr. Barron is a LEED Accredited Professional (LEED-AP), a distinction he earned through the Green Building Certification Institute. As a LEED-AP, he has demonstrated a thorough understanding of green building practices and principles, as well as the LEED Rating System. Mr. Barron is a member of the North Carolina Bar Association. MICHAEL BIRCH JR. is an associate with K&L Gates LLP, where he focuses his practice on land use and zoning issues, as well as municipal law. He represents developers and property owners in a variety of land use matters, including wetlands permitting, rezoning, special use permitting and historic preservation, and variance proceedings. Mr. Birch is a LEED Accredited Professional (LEED-AP), a distinction he earned through the Green Building Certification Institute. He is a member of the Raleigh Development Services Advisory Committee, Raleigh Stormwater Management Advisory Commission, Wake County Open Space and Parks Advisory Committee, Triangle Community Coalition, North Carolina Bar Association, Urban Land Institute (Triangle District Council) and American Planning Association. Mr. Birch earned his B.A. degree from Hampden-Sydney College, his M.P.A. degree from the University of Alabama and his J.D. degree from Cumberland School of Law Samford University. COLLIN W. BROWN is an associate with K&L Gates LLP, where he focuses his practice on land use and zoning. He has experience in assisting clients to obtain approval on commercial and residential development projects. Mr. Brown regularly advises local government officials, bodies and boards on land use issues. He is active in helping further green and sustainable growth initiatives in the Charlotte region. Mr. Brown is a LEED Accredited Professional (LEED AP), a distinction he earned through the Green Building Certification Institute. As a LEED AP, he has a thorough understanding of green building practices and principles, as well as the LEED Rating System. Mr. Brown was the first North Carolina attorney to earn this credential. Mr. Brown earned his B.A. degree from the University of Mississippi, his J.D. degree from Wake Forest University School of Law and his M.P.A. degree from Georgia State University. JEFFREY P. GRAY is an attorney with Bailey & Dixon, LLP. He is a trial lawyer with experience in a wide variety of land use and regulatory litigation. Mr. Gray has represented individuals and business entities as both plaintiffs and defendants. In addition to his trial practice, he has argues dozens of cases before the North Carolina Court of Appeals and Supreme Court. Mr. Gray is a frequent presenter at continuing education courses. He also served five two-year terms as a commissioner on the Rules Review Commission. Mr. Gray is the author of published articles in the Campbell Law Observer, the Campbell Law Review, the North Carolina State Bar Journal, the Supreme Court Historical Society's Juridicus, various law enforcement and trade journals, and numerous publications for distribution by the Department of Justice to local and state government agencies. He is admitted to practice before all North Carolina state courts; the federal district courts in the Eastern, Middle and Western districts of North Carolina; the 4th Circuit Court of Appeals; and the U.S. Supreme Court. JAMES L. JOYCE is an associate with K&L Gates LLP, where he focuses his practice on land use and zoning, as well as real estate litigation and environmental matters. Prior to joining the firm, Mr. Joyce was a fellow at the University of North Carolina School of Government, where he co-authored a forthcoming book on inclusionary zoning. He is a member of the American Bar Association and North Carolina Bar Association. He earned his B.A. degree, highest distinction and highest honors, from the University of North Carolina at Chapel Hill; his M.C.P. degree from University of Maryland at College Park; and his J.D. degree from the University of Virginia School of Law. MACK A. PAUL IV is a partner with K&L Gates LLP, where he focuses his practice on zoning, land use and government affairs. He specializes in regulatory approvals for large, mixed used developments and coastal projects. Mr. Paul also focuses on public-private-partnerships and public finance of infrastructure on development projects. He has represented owners, developers, coalition groups, and businesses in all types of development and governmental issues. Mr. Paul also focuses on government relations matters, including legislative lobbying, monitoring, regulatory advocacy, economic development and corporate relocation at the local and state level. He has represented leading companies and trade associations in technology, health care, energy and real estate industries. Mr. Paul regularly helps clients pursue legislation, implement enacted laws, and achieve their objectives in industry meetings as well as government negotiations.
