HUMPHREY S. CUMMINGS is a partner at The Cummings Law Firm, PA, where his main areas of practice are civil rights, employment discrimination and Social Security disability. LISA ANDREW DUBS is a sole practitioner representing clients charged predominately with capital murder or serious felonies. She also does some serious personal injury representation mostly related to claims against public officers under 91983 and Civil Rights violations related to law enforcement misconduct. FLANAGAN is an attorney with Cranfill, Sumner & Hartzog, L.L.P. He has been practicing defense litigation throughout North Carolina since 1994. Prior to returning to North Carolina, Mr. Flanagan handled criminal and civil matters in the Army Judge Advocate General's Corps (JAG) and as a Special Assistant U.S. Attorney. He now concentrates his practice in the areas of employment and municipal law before federal and state courts and agencies, as well as handling a variety of premises liability issues, including safety and security related issues for public entities, non-profits, and private companies. Mr. Flanagan has defended numerous police officers and public officials as lead counsel in various claims of constitutional violations in federal and state courts. He earned his B.S degree from St. Lawrence University, his J.D. degree from Wake Forest University, graduated from the Judge Advocate General's School and was a captain in the U.S. Army. LUKE LARGESS joined the law firm of Tin Fulton Walker & Owen, PLLC in 2009, after 18 years as a partner at Ferguson Stein Chambers. His main areas of practice are education, employment, civil rights, criminal defense, personal injury and medical negligence. Mr. Largess earned his B.A. degree, cum laude, from Duke University and worked as a teacher, social worker and carpenter before entering law school at the University of North Carolina School of Law, Chapel Hill, North Carolina, where he earned his J.D. degree. While at UNC, he was inducted into the Davis Honor Society and the University's Order of the Golden Fleece; received the Student Pro Bono Award from the North Carolina State Bar for helping start the North Carolina Legal Education Assistance Foundation (NC LEAF), the nation's first state-wide, loan-forgiveness program to assist lawyers engaged in public service with servicing school debt; and served as an observer at the 1990 elections in Nicaragua. Mr. Largess' practice has included trial and appellate work in state and federal courts in education, employment, civil rights, criminal defense, personal injury and medical negligence. He has had significant confidential settlements in police misconduct and medical malpractice cases. Mr. Largess is a member of the Mecklenburg County Bar Association, the North Carolina Advocates for Justice, the North Carolina Bar Association, and the North Carolina State Bar, and has served on the board and legal committee of the ACLU of North Carolina and the North Carolina Justice Center. He also remains involved as board president of NC LEAF, which today provides more than $750,000 in assistance annually to public service lawyers. SCOTT MacLATCHIE is a member with the firm Womble Carlyle Sandridge & Rice, PLLC, where he practices in the areas of law enforcement litigation and civil rights. He is a member of the American Board of Trial Advocates and the International Association of Chiefs of Police (member, Legal Officers' Section). Mr. MacLatchie earned his B.S. degree, cum laude, from the University of Southern California and his J.D. degree from Loyola Marymount University. SEAN PERRIN is a member of the business litigation practice group at Womble Carlyle Sandridge & Rice, PLLC, where he practices in the local government liability section. His litigation practice is primarily devoted to the defense of law enforcement officials in federal and state courts. Mr. Perrin routinely defends North Carolina sheriffs, sheriff's deputies, and municipal police officers in civil rights and state tort matters in state and federal courts throughout North Carolina. Prior to joining Womble Carlyle Sandridge & Rice, PLLC, he was an assistant district attorney with the Mecklenburg County District Attorney's Office, where he prosecuted murder, rape, armed robbery, and narcotic trafficking cases.
