HON. F. KEITH BALL was appointed a magistrate judge for the Southern District of Mississippi in 2009. Judge Ball is a graduate of the University of Mississippi School of Law. He practiced in Jackson as a civil litigation defense lawyer with Phelps Dunbar and Currie Johnson before moving to Louisville. In Louisville, he had a general practice that is typical for many small town lawyers. He stayed in Louisville for about five years before returning to Jackson for another stint with Currie Johnson. At the time of his selection as magistrate judge, Judge Ball was working as the director of development at Reformed University Ministries. HON. EDWIN Y. HANNAN has served as Madison County Court Judge (Place Two) since 2007. He has also served, by assignment, as acting circuit judge in Madison County. Judge Hannan previously served as the municipal judge for the City of Madison from 1997 through 2006. Prior to becoming Madison County Court Judge, he was engaged in the private practice of law, representing clients, plaintiffs and defendants, in federal and state courts in Mississippi and other states. Judge Hannan earned his B.P.A. degree, magna cum laude, and his J.D. degree from the University of Mississippi where he was a member of the Law Review . He is admitted to practice in Mississippi and Louisiana. Judge Hannan is a member of the Mississippi Bar, Louisiana State Bar Association, Mississippi Conference of County Court Judges, Mississippi Conference of Youth Court Judges and the Madison County Bar Association. HON. PRENTISS G. HARRELL is a judge with the 15th Circuit Court District of Mississippi. He was first elected to office in 1996 when the voters of Lamar County elected him county attorney. While serving as county attorney, Judge Harrell was active in the Mississippi Bar Association, South Central Mississippi Bar Association, and the Mississippi College School of Law Alumni Association, serving as its president. In addition, Judge Harrell was the managing shareholder in a seven-person law firm located in the Oak Grove area. He graduated from William Carey University and received his J.D. degree from Mississippi College School of Law. HON. KEITH STARRETT became the new United States District Court Judge for the Southern District of Mississippi. Before assuming the federal bench, the sixth-generation Mississippian served as circuit judge for the Mississippi 14th Judicial District since 1992. For his many achievements, Judge Starrett was named a Fellow of the Mississippi Bar Association and received the association's Judicial Excellence Award, both in 2003. HON. DAVID STRONG is a judge with the 14th Circuit Court District of Mississippi where he presides over the DUI Drug Court Program for the district, consisting of Pike, Lincoln and Walthall counties, while maintaining an active civil and criminal docket. Judge Strong was appointed to the circuit bench by Governor Haley Barbour in August 2006 and was then elected to a full term for following November. He is a former member of the Mississippi Board of Bar Commissioners and currently serves as chair of the Mississippi Conference of Circuit Judges. Judge Strong is a graduate of Millsaps College and the University of Mississippi School of Law. MODERATOR - JAMES L. WARREN III is a member of Carroll Warren & Parker PLLC, in Jackson. His practice is focused in the areas of commercial litigation and arbitration including insurance coverage, professional liability, product and construction defects, large loss subrogation, as well as general civil litigation. Mr. Warren has tried and arbitrated numerous cases in state and federal courts in and out of Mississippi. He is admitted to practice in all courts in Mississippi and the U.S. Virgin Islands; U. S. District Courts in Puerto Rico and the Southern District of Texas; the 3rd, 5th and 11th U.S. Circuit Courts of Appeal and the U.S. Supreme Court. Mr. Warren is a FINRA Arbitrator and is on the Mississippi Supreme Court's Mediator List. He has served on several different committees of The Mississippi Bar and currently is co-chair of the Arbitration Committee in the Alternative Dispute Resolution Section. Mr. Warren is a member of many professional organizations.
