KATHERINE BRYANT is an attorney in the Ridgeland office of Butler, Snow, O'Mara, Stevens & Cannada, PLLC, where her focus is primarily in the areas of products liability and governmental litigation. Ms. Bryant earned her law degree from the University of Mississippi. VICTOR J. FRANCKIEWICZ Jr. is part of the gvernment, environmental & energy practice group of Butler, Snow, O'Mara, Stevens & Cannada, PLLC, where he actively practices throughout Mississippi and Louisiana. His areas of concentration are public-private sector redevelopment, zoning and land use, complex litigation, construction, environmental matters, and administrative law. Prior to entering private practice, Mr. Franckiewicz served in elective office as Mayor of Bay St. Louis, Mississippi, and in the Mississippi State Senate, where his district extended across all three Gulf Coast counties. He has had executive management experience in public works construction, zoning, environmental regulation, employment and labor matters, and economic development. Mr. Franckiewicz prepared Mississippi's coastal zone management program, drafted the enabling legislation, and wrote that state's wetlands permitting and waterfront industrial development regulations. He also worked in the private industry and was responsible for long-range facilities planning at Lockheed Martin in New Orleans. Mr. Franckiewicz served as president and CEO of the Bureau of Governmental Research in New Orleans (one of the nation's oldest non-partisan good government organizations). He has a strong technical background for handling scientific and engineering issues. Mr. Franckiewicz earned his S.B. and Master in City Planning degrees from Massachusetts Institute of Technology and his J.D. degree from Loyola University in New Orleans. MARK W. GARRIGA is an attorney with Butler, Snow, O'Mara, Stevens & Cannada, PLLC, where he specializes in administrative law and regulations, health care law/certificates of need, federal disaster assistance law, governmental relations, and product liability law distinctions. He is part of the firm's government and environmental group and energy industry team. Mr. Garriga is listed in The Best Lawyers in America, Government Relations Law. He is a member of The Mississippi Bar. Mr. Garriga is admitted to practice before the U.S. District courts of Mississippi, Northern and Southern districts, and the U.S. Court of Appeals Fifth Circuit. He earned his J.D. degree, with honors, from the University of Mississippi at Mississippi State University. THOMAS HOOD is the executive director and chief counsel for the Mississippi Ethics Commission. Prior to being promoted to executive director, he served as assistant director and counsel. The executive director serves at the will and pleasure of the commission and is responsible for all personnel, fiscal and other administrative management of the agency. The executive director also makes recommendations to the commission about advisory opinions, investigations, public records opinions, open meetings decisions and virtually all other matters coming before the commission. During his tenure as executive director, Mr. Hood has overseen numerous administrative changes and significant turnover in the makeup of the commission. He also helped draft the historic Ethics Reform Act of 2008 and advised the legislature on the bill. Mr. Hood previously practiced law in the private sector, working primarily in the areas of construction law, with a focus on litigation and workers' compensation. He began his legal career as a prosecutor with the Public Integrity Division of the attorney general's office under former Attorney General Mike Moore. There, Mr. Hood directed investigations and prosecutions of government corruption, white-collar crime, insurance fraud, and alcohol and tobacco enforcement. He earned his law degree from the University of Mississippi School of Law and his Bachelor of Arts degree from Millsaps College. Mr. Hood has previously served on the Supreme Court's Commission on Bar Admissions Review and on the Mississippi Juvenile Justice Advisory Committee. LESLIE C. SCOTT is a member of the public law and finance section for the law firm of Butler, Snow, O'Mara, Stevens & Cannada, PLLC, where she concentrates her practice in the areas of civil rights defense, administrative law, and government representation and election law. She just completed teaching election law at The Mississippi College School of Law. In 2003, Ms. Scott published "Encyclopedia of Mississippi Law, Election Law," in the Encyclopedia of Mississippi Law, New Practice Series; The Mississippi Bar Summer School for Lawyers on the "Mississippi Administrative Procedures Act Reform;" and the Municipal Attorneys CLE on "Local Regulation of Adult Entertainment." Ms. Scott is a member of The Mississippi Bar (Administrative Law Section) and the American Bar Association. She earned her B.A. degree, summa cum laude, from The University of Mississippi and her J.D. degree from The University of Mississippi School of Law. While at The University of Mississippi Law School, she served on the editorial board for the Mississippi Law Journal. TIMOTHY M. THREADGILL is an attorney with Butler, Snow, O'Mara, Stevens & Cannada, PLLC, where he practices in the areas of labor and employment law, representing management and litigation. He earned his B.B.A. degree from the University of Mississippi and his J.D. degree from the University of Alabama. Mr. Threadgill has lectured previously on issues related to labor and employment law. He is a member of the American Bar Association (member, Labor and Employment Law Section); The Mississippi Bar (member, Labor and Employment Law Section; past member, Board of Directors for the Young Lawyers Division); and Newcomen Bar Association. MICHAEL J. WOLF is a shareholder in the law firm of Page, Kruger & Holland, P.A., where he practices in the areas of municipal law, civil rights, workers' compensation, general litigation and personal injury. He was an assistant professor of civil rights liability at Chaffey College and has taught courses in police science and police liability for the police academy. Mr. Wolf has been a published writer on legal matters and has previously lectured to various legal professionals. He earned his B.A. degree from the University of California at Irvine and his J.D. degree from the University of LaVerne, College of Law. Mr. Wolf is licensed to practice before the U.S. Supreme Court Fifth and Ninth Circuit courts of Appeals. He is a member of the State Bar of California and The Mississippi Bar (secretary/treasurer of the government). Mr. Wolf also is on the Board of Directors for the Mississippi Defense Lawyers Association and is program chair for the MDLA MCA Joint Seminar.
