RICHARD A. COURTNEY, CELA, has practiced law since 1978 and is a founding partner of the Jackson law firm of Frascogna Courtney, PLLC, where he chairs the elder law, estate and special needs planning sections. His primary areas of practice are elder law, public benefits law (Medicaid, Medicare and SSI), personal asset protection and estate planning, trusts, guardianships and conservatorships, nursing home and disability rights, and probate administration. Mr. Courtney is the first attorney in Mississippi to receive the designation of Certified Elder Law Attorney by the American Bar Association-accredited National Elder Law Foundation. He is a former assistant dean and current adjunct professor of elder law at Mississippi College School of Law, where he has been an adjunct professor of law since 1991. Mr. Courtney is a member of the National Academy of Elder Law Attorneys (Board of Directors), the Probate and Trust Law Section of the American Bar Association, the Trusts and Estates Section of The Mississippi Bar (past president), and the Mississippi Estate Planning Council. He is a charter member of the Special Needs Alliance, LLC, a national organization of special needs planning attorneys. Mr. Courtney has written articles and has delivered many presentations for lawyers, health-care professionals and other groups on elder law and estate planning subjects and topics of interest to senior adults, caregiver children and spouses, and families with special needs. He earned his B.A. degree, with honors, from Mississippi College and his J.D. degree from the University of Mississippi Law School. PAMELA L. HANCOCK is a member of the Hancock Law Firm, in Madison, Mississippi, where she practices primarily in the areas of wills, trusts, probate, elder law and estate planning. She is the assistant city prosecutor in Madison, as well as general counsel for AnCorporation, Madison County Police Supply, Inc., Enhanced Systems and Consulting, Inc., the Mississippi Nurses' Foundation, the Mississippi Nurses' Association, the Professional Building Services, Inc. and Murray Mudjacking, Inc. Ms. Hancock is a member of the Madison County Bar Association, the Hinds County Bar Association, the Madison (city) Chamber of Commerce and the Madison County Chamber of Commerce. Ms. Hancock earned her B.S. degree from Mississippi College and her J.D. degree from Mississippi College School of Law. BARRY K. JONES is a shareholder in the Jackson law firm of Wise Carter Child & Caraway, P.A., where he practices in the areas of state and federal taxation, estate planning, estate administration and elder law. He also is a certified public accountant. Mr. Jones is a frequent speaker to professional, civic and academic groups on taxation, estate planning, estate administration and elder law topics. He is a member of a number of professional organizations, including the American (Taxation and Real Property, Probate and Trust Law sections) and Tennessee (Taxation, and Probate and Trust Law sections) bar associations; The Mississippi Bar (Taxation, and Estate and Trust sections); and the State Bar of Georgia (Taxation, Fiduciary Law and Elder Law sections). Mr. Jones also is a member of the Estate Planning Council of Mississippi, the National Academy of Elder Law Attorneys, the American Association of Attorneys-Certified Public Accountants, the American Institute of Certified Public Accountants (Personal Financial Planning Section) and the Mississippi Society of Certified Public Accountants. He previously served on the national Board of Directors of the 29,000-member Financial Planning Association and is a member of the Mississippi Chapter of FPA. Mr. Jones is a graduate of the University of Southern Mississippi, and earned his J.D. and LL.M. degrees from Emory University School of Law.
