PATRICK BONCK has been the zoning administrator for the unincorporated Harrison County, Mississippi since October 2000. He started the day the Zoning Ordinance and Map went into effect. Prior to that, Mr. Bonck was a staff planner for the city of Gulfport. The staff consists of three planners, two clerks and an office manager. Prior to Hurricane Katrina they dealt largely with suburban development issues. Post Katrina, they have been the target area for large scale development to provide housing away from storm surge areas. Harrison County has partnered with the Planning School of Ohio State University to help do both community hurricane recovery planning and long range comprehensive planning. Mr. Bonck earned his B.S. degree from the University of New Orleans and his master's degree from the University of South Alabama and he is a member of the American Planning Association. JAMES W. GLADDEN JR. is an attorney with Gladden Law Office, PLLC, where his practice focuses on real estate, zoning, planning, land use law and family law. He has lectured previously for National Business Institute and various other professional groups on real estate, zoning and land use law issues. Mr. Gladden is a member of The Mississippi Bar, the Alabama State Bar and the American (member, State and Government Law Section) Bar Association. He earned his A.B. and M.S. degrees from the University of Alabama, and his J.D. degree from Mississippi College. KATHRYN H. HESTER is a partner in the Jackson law firm of Watkins Ludlam Winter & Stennis, P.A., where she has a commercial litigation practice with emphasis on estate and property disputes and zoning matters. Ms. Hester has represented developers before local planning and zoning commissions and has had in-depth experience in land use designations and zoning as a member of the Jackson City Planning and Zoning boards for six years. She was chair of the Subdivision Regulations Committee while she was a member of the City Planning Board, and she also served as Hinds County chancellor where she adjudicated cases involving property matters. Ms. Hester was the first secretary/treasurer of the Natural Resources Section of The Mississippi Bar. In addition, Ms. Hester is a member of the American (Litigation Section), Federal, 5th Federal Circuit and Hinds County bar associations. Ms. Hester is listed in The Best Lawyers in America, Land Use & Zoning Law and Natural Resources Law and was selected as Mississippi's 2008 Business Woman of the Year by the Mississippi Business Journal. CHRISTOPHER M. HOWDESHELL is a member in the law firm of Pittman, Howdeshell, Hinton & Hightower, PLLC. He practices in the areas of eminent domain, real estate litigation and general litigation. Mr. Howdeshell was previously a law clerk for the 10th Chancery Court District and has lectured on boundary law and litigation for The Mississippi Surveyors, and on road and access law for National Business Institute. He is a member of The Mississippi Bar, the South Central Mississippi Bar Association and the International Right of Way Association. Mr. Howdeshell earned his B.A. degree from Furman University and his J.D. degree from the University of Mississippi. JAMES A. PEDEN JR. is a senior member of the law firm of Stennett, Wilkinson & Peden, A Professional Association, where he concentrates his practice in the areas of zoning, land use, real estate and administrative law. He has represented clients in 16 separate zoning appeals before the Mississippi Supreme Court. Mr. Peden serves as an adjunct professor at the Mississippi College School of Law, where he teaches the course of Land Use Controls. He is listed in The Best Lawyers in America in the fields of land use and zoning law. Mr. Peden also is listed among the Top Lawyers in America in the Annual Guide to Land Use and Zoning Law, as published in Corporate Counsel. He earned his B.A. degree, summa cum laude, and his J.D. degree from the University of Mississippi. Mr. Peden pursued post-graduate study as a Fulbright Scholar at the University of Bristol, England. He has served as president of the Young Lawyers Division of The Mississippi Bar, president of the Fellows of the Young Lawyers of The Mississippi Bar and chairman of the Mississippi Law Institute. Mr. Peden is a retired Colonel and Staff Judge Advocate in the Mississippi Air National Guard. He served as an adjunct faculty member on multiple occasions at the Air Force Judge Advocate General School.
