CHYNEE A. BAILEY is an attorney with Bailey Law, PLLC. She practices in the areas of general litigation, torts, personal injury and premises liability. Ms. Bailey earned her B.A. degree, cum laude, from Tougaloo College and her J.D. from the University of Mississippi. She is a member of The Mississippi Bar; the American, Magnolia and Capital Area bar associations; the Mississippi Women Lawyers Association; and the Counsel of School Board Attorneys. Ms. Bailey is admitted to practice in the state of Mississippi; before the U.S. districts courts, Mississippi Northern and Southern districts; and before the U.S. Court of Appeals, 5th Circuit. She also has previous legal experience with the Montgomery County School Board. SANFORD E. KNOTT is the president of Sanford Knott & Associates, P.A. He practices in the areas of education law, personal injury law and criminal defense. Mr. Knott has handled several high profile criminal cases in Mississippi, and he also has practiced in Tennessee and Louisiana. Mr. Knott earned his B.A. degree from Tougaloo College and his J.D. degree from the University of Alabama. He is a member of The Mississippi Bar (past member, Professionalism Committee), the American Association for Justice and the Mississippi Trial Lawyers Association. JOANNE NELSON SHEPHERD earned her Bachelor of Arts degree from the University of Mississippi. She then attended the University of Mississippi School of Law and earned her Juris Doctor degree. Ms. Shepherd is currently employed with the Jackson Public School District as district counsel. She has worked with the school district since 1992 and was its first in-house attorney. Ms. Shepherd also served as legal counsel to the director of child support enforcement with the Department of Human Services. Prior to that, she worked with the Attorney General's office in the state government division. Ms. Shepherd is a member of the Council of School Attorneys of the National School Board Association, a vice-president of the Council of School Attorneys of the Mississippi School Boards Association, and a member of the Mississippi State Bar and the Magnolia Bar Association. She is a past board member of the Council of School Attorneys of the Mississippi School Boards Association and has presented on numerous school law topics including but not limited sexual harassment, bullying, employee relations and student discipline. Ms. Shepherd is the author of "Free Speech and the Enforcement of Dress Codes and Mandatory Uniforms in Mississippi Public Schools," which was published in the Mississippi College Law Review. LANE B. REED is an attorney practicing with the law firm of McGehee McGehee & Torrey in Meadville, Mississippi. Mr. Reed is a graduate of the University of Mississippi, School of Law and Mississippi State University. His practice includes the general practice of law with emphasis in litigation, insurance defense and government law. Mr. Reed serves as the general counsel for the Franklin County School District and the Franklin County Memorial Hospital. He serves as Municipal Prosecutor for the towns of Meadville, Bude and Roxie, Mississippi; Franklin County Prosecuting Attorney and Franklin County Youth Court Prosecutor; and has served as Special Chancellor of the Franklin County Chancery Court. Mr. Reed currently chairs the County, Municipal and Youth Court Committee of the Mississippi Prosecutors Association. He is a member of The Mississippi Bar; Tri-County Bar Association; National School Board Association Counsel of School Attorneys; Mississippi Counsel of School Board Attorneys Association (Board of Directors 2009-2011); and the Federalists Society. Mr. Reed is a member of the United States Supreme Court Bar. He is admitted to practice before the U.S. Court of Appeals for the 5th Circuit, the Mississippi Supreme Court and all state and federal courts. Mr. Reed has participated as a judge and coach in the Bar's High School Mock Trial Competition, "A Lawyer in Every Classroom;" served on the nomination committee for the Board of Bar Commissions for the 6th Circuit Court District; the Franklin County Representative on the Disaster Legal Relief Committee; and contributed an article to The Mississippi Lawyer.
