HON. DOUGLAS R. BEACH was appointed by Governor Matt Blunt as an associate circuit court judge for the 21st Judicial Circuit Court, St. Louis County, Division 43, in 2005. Judge Beach was an incorporator of the City of Chesterfield in 1988 and served as the city attorney for 17 ½ years before his appointment to the bench. He has been assigned to the Family Court since he was appointed in 2005. He retired from the United States Marine Corps Reserve as a Lieutenant Colonel where he served as Judge Advocate. Judge Beach earned his undergraduate degree from Central Connecticut State University and his law degree, cum laude, from New England School of Law. HON. THERESA C. BURKE is a judge with the 22nd Judicial Circuit Court. She was in private practice for 20 years. Judge Burke was Provisional Judge for the Municipal Court of St. Louis City from 2001 until 2008, and adjunct professor for Fontbonne University OPTIONS program from 2007 until 2008. Judge Burke is a member of Missouri Municipal and Associate Circuit Judges Association (MMACJA), Ex Officio Board Member of Lawyers for Kids and member of Women Lawyers' Association. She was appointed as an Associate Circuit Judge by Governor Matt Blunt, November 25, 2008. Judge Burke earned her B.A. degree from Southern Illinois University at Edwardsville, Illinois and her J.D. degree from St. Louis University School of Law. HON. ANNE-MARIE CLARKE became Juvenile Division Hearing Officer for the 22nd Judicial Circuit Court of Missouri (City of St. Louis) in 1986, where she would remain for 12 years. In 1993, Missouri governor, Mel Carnahan, appointed Judge Clarke as a member of the City of St. Louis' Board of Police Commissioners. The following year, she became the first female president of the board after a unanimous election. After four years as president, Judge Clarke resigned from the board and became the Family Court Commissioner for the 22nd Judicial Court (City of St. Louis). She has been a member of the National Bar Association Judicial Council for many years. In 2004, Judge Clarke was elected a member of the Judicial Council's Executive Board, and in June 2005, she was assigned to the Domestic Relations Division. Judge Clarke earned her B.A. degree from Northwest Missouri State University and her J.D. degree from Saint Louis University's School of Law. HON. JOHN R. ESSNER is an Associate Circuit Judge with St. Louis County Circuit Court, Division 37. He was appointed to the bench in July 1999. For more than 20 years, Judge Essner was an attorney for Legal Services of Eastern Missouri and was responsible for direction of the Volunteer Lawyers Program. He is a member of the Metropolitan Bar Association of St Louis, the St. Louis County Bar Association, the Lawyers Association, the Women Lawyers Association and the Association of Family and Conciliation Courts. HON ELIZABETH W. SWANN is an Associate Circuit Judge with the 11th Judicial Circuit Court, Division 9. Prior to her present position, Judge Swann was a commissioner in Division 9 Family Court. She is a member of The Missouri Bar, the St. Charles County Bar Association, the Missouri Association of Probate and Associate Circuit Judges, the Association of Family and Conciliation Courts and the Missouri Association of Juvenile and Family Court Judges. Judge Swann earned her B.S. degree from Southeast Missouri State University and her J.D. degree from the University of Missouri-Columbia School of Law. HON. RICK K. ZERR is an Administrative Judge of the Family Court for the 11th Judicial Circuit, Division 4. Judge Zerr was elected to the bench in November 2006 for a term that expires December 31, 2012. He is a member of The Missouri Bar, the St. Charles County Bar Association, the American Judges Association and the Association of Family and Conciliation Courts. Judge Zerr is a First Lieutenant-Retired, USAF. He earned his A.B. degree from the University of Missouri-Columbia and his J.D. degree from the University of Arkansas-Fayetteville. MODERATOR - RICHARD J. EISEN is an attorney at the at the St. Louis law firm of Growe, Eisen, Karlen Eilerts & Ruth LLC. Mr. Eisen has tried and settled numerous complex family law cases. He frequently lectures and publishes articles in the area of family law. Mr. Eisen is a certified divorce mediator and has been appointed by the court as a Guardian Ad Litem for children in custody disputes. He concentrates his practice in the area of family/domestic law, including dissolution of marriage, legal separation, paternity, maintenance, child support, child custody, modification matters, enforcement, and pre/post-nuptial agreements. Mr. Eisen earned his J.D. degree from Washington and Lee University School of Law and his B.A. degree, magna cum laude, from Washington University. He is a member of The Missouri Bar (past-chair, Legislative Subcommittee of the Family Law Section), the St. Louis County Bar Association (past-president), the Illinois State Bar Association and the Bar Association of Metropolitan St. Louis.
