JAMES R. ANDREEN is a shareholder for the law firm for Erstad & Riemer PA, where his main areas of practice is civil litigation, appellate practice, land use and civil rights. Mr. Andreen earned his B.A. degree from the University of Minnesota and his J.D. degree, cum laude, from the Hamline University School of Law. He is a member of the Federal, Hennepin County and Minnesota State bar associations and the Minnesota Defense Lawyers Association. MICHAEL G. DOUGHERTY is a shareholder and the president of Severson, Sheldon, Dougherty & Molenda, P.A. He heads the firm's municipal law and real estate practice groups. Mr. Dougherty is the designated city attorney for the cities of Apply Valley and Eagan. He began his experience in real estate working for Chicago Title Insurance Company. Mr. Dougherty uses his extensive knowledge of land use and development to counsel developers and governmental entities. Since 1991, he has been certified as a Real Property Law Specialist by the Minnesota State Bar Association. Mr. Dougherty has frequently lectured on real estate topics and ethics. He has addressed lawyer, developer, engineer and real estate organizations on comprehensive planning, zoning laws, special assessments, title examinations and real estate closings. Mr. Dougherty has repeatedly been designated a Super Lawyer in the areas of land use and real estate by Minnesota Law & Politics Magazine, Mpls/St. Paul Magazine and Twin Cities Business Magazine. TROY J. GILCHRIST is a shareholder in the firm of Kennedy & Graven Chartered. Before joining the firm in 2006, Mr. Gilchrist spent 15 years with the Minnesota Association of Townships. He works exclusively with local governments. In his time with Kennedy & Graven Chartered, he has provided services to more than 120 communities around the state. Mr. Gilchrist works from both the firm's St. Cloud and Minneapolis offices. He earned his J.D. degree from Hamline University School of Law. MARK R. KASTER is a partner in the Minneapolis law firm of Dorsey & Whitney LLP, where he practices in the areas of administrative law; government; regulatory affairs; litigation and transactional environmental law; FTC, OSHA; and health and safety law. He earned his B.S. and M.S. degrees from the University of Minnesota and his J.D. degree from William Mitchell College of Law. He also attended the Marshall-Wythe School of Law in Exeter, England. Mr. Kaster is a member of the Hennepin County, Minnesota State and American bar associations.
