FREDERICK J. GOETZ is a litigation attorney with Goetz & Eckland P.A., with extensive courtroom experience. His practice includes trial and appellate work in state and federal courts in Minnesota and other states. He has successfully handled cases ranging from complex white-collar crimes and homicides to personal injury and civil rights cases. Known for his thorough preparation and vigorous advocacy, Mr. Goetz is committed to understanding and achieving a client's goals. He graduated from Carleton College in 1983 and from Hamline University Law School in 1987, with honors. JASON M. HIVELEY is a partner with Iverson Reuvers, LLC in Bloomington, Minnesota. Mr. Hiveley practices in the defense of municipal liability claims, civil rights lawsuits, commercial litigation, general litigation and appeals. His primary focus is on the defense of law enforcement and correctional officers in unreasonable search and seizure, excessive force and negligence cases. Mr. Hiveley has handled numerous jury trials in State and Federal Court and has argued several times before the Minnesota Court of Appeals and the Eighth Circuit Court of Appeals. He also conducts training seminars for law enforcement agencies across the state and presents at conferences and local colleges. Mr. Hiveley has been recognized annually as a Rising Star by Minnesota Law and Politics magazine since 2004. Prior to attending law school, Mr. Hiveley served in the United States Navy as an Intelligence Specialist at Offutt Air Force Base in Omaha, Nebraska. RICHARD D. HODSDON is an Assistant Washington County Attorney with the Civil Division. Mr. Hodsdon represents Washington County in all aspects of civil law practice. He also represents the county sheriff and the elected county attorney, with particular emphasis with the sheriff's office. Mr. Hodsdon is also a consultant and legal educator which provides consulting services to public criminal justice and corrections administrators, particularly sheriff's offices, on policy development and operations. He is an instructor in a wide range of civil and criminal topics, including data practices and personnel, employment and labor law, discrimination and civil rights law and corrections law and liability and civil commitments. Mr. Hodsdon is also an instructor for the National Institute of Corrections and the Minnesota Community College System. He is an adjunct faculty member for the Northwestern University Center for Public Safety. Mr. Hodsdon is counsel to the Minnesota Sheriff's Association which provides legal advice and representation to the association and its member. Issues include emergency operations, patrol, jail personnel and employment law and all other matters relating to operation of the sheriff's office as well as management of a non-profit organization. In this position he serves as corporate counsel to the association, as well as assist individual members. Mr. Hodsdon received his B.A. degree from Concordia College, his J.D. degree from the University of Minnesota Law School and his Masters in Public Administration degree from Hamline University. He is a member of the Minnesota's Megan's Law Policy Task Force, the American Society of Public Administrators, the Minnesota Bar Association, the American Jail Administration, the National District Attorneys Association, the Midwest Gang Investigators Association, the Minnesota Sheriffs Association, the Nationals Sheriffs Association, including the Legal Advisors Committee and the Mentally Ill Jailed Offenders Task Force. He received the Minnesota Sheriff's Association President's Award in 1996 and 2003. TIMOTHY S. SKARDA is a defense assistant city attorney with the Government Law Office of the Minneapolis City Attorney. He practices in the areas of civil litigation, civil rights, employment, zoning and planning, claims and criminal prosecution. Mr. Skarda has been with the Office of the City Attorney for 30 years. He has previously lectured in his areas of expertise. Mr. Skarda has written on the topics of legal filings and pleadings. He received his B.S. degree from Macalester College and his J.D. degree from American University, Washington College of Law. He is a past member of the Minnesota Defense Lawyers Association.
