JOHN W. CHAPMAN is a member of the Portland law firm of Kelly & Chapman where he practices in the areas of workers' compensation law, labor law, employee relations law, police liability, police misconduct and personal injury law. Mr. Chapman earned his A.B. degree, cum laude, from Bowdoin College and his J.D. degree from the University of Maine. He is a member of the Maine Trial Lawyers Association. ARIA EEE has served as Assistant Bar Counsel for the Maine Board of Overseers of the Bar since June 2005. Her main area of practice is lawyer discipline. Prior to working for the Board of Overseers, Ms. eee was an Assistant Attorney General in the Child Protection Division. During her nearly ten years at the AG's office, she litigated hundreds of cases involving children and their families. Ms. eee also has served as a specialist in Indian Child Welfare Law and has provided multiple trainings in that area for various legal, social service and national organizations, as well as speaking at numerous CLE and national conferences. As a NAPIL fellow in 1994-1995, she worked for Pine Tree Legal Assistance, Inc. providing legal services to members of the Passamaquoddy Tribe in Washington County, Maine. She earned her B.A. degree from the University of Alabama and her J.D. degree from the University of Maine School of Law. Ms. eee is a member of John W. Ballou Inn of Courts, the Maine State Bar Association, the Juvenile Justice Action Group and the National Association of Bar Counsel. STEPHEN W. MORIARTY is a member of Norman, Hanson & DeTroy, LLC in Portland, where he has practiced for nearly 30 years in the area of workers' compensation defense. He has represented Bath Iron Works, the Maine Municipal Association, the State of Maine, a leading retailer, other large employers, and workers' compensation insurers throughout southern and central Maine. He is a co-author of Maine Employers' Guide: Workers' Compensation and is a frequent seminar speaker and regularly writes articles updating Maine employers with information on changes in workers' compensation law and current legal developments. DEBRA A. REECE is a partner in the Bangor law firm of Rudman & Winchell where her practice is concentrated in the areas of civil litigation, insurance coverage and workers' compensation law. She is a cum laude graduate of Creighton University, and a cum laude graduate of Creighton University School of Law. She practiced law for 10 years in Colorado Springs, Colorado, first with the law firm of Retherford, Mullen, Johnson, and Bruce, and later as litigation counsel for State Farm Insurance. In 2000, she became in-house counsel to USAA Insurance Company in Colorado Springs, where she served until joining Rudman & Winchell in 2004. Ms. Reece is currently serving on the Board of Directors for Maine Equal Justice Partners (MEJP), and is also on the Board of Directors of The Housing Foundation (vice-president). Ms. Reece is admitted to the Bars in Maine and Colorado. WAYNE W. WHITNEY is a member of McTeague Higbee, where he has represented injured workers in workers' compensation cases for 25 years. Many of his clients are paper industry employees, construction workers, or health care personnel. He has handled a number of difficult cases involving complex workers' compensation issues. He also has served as an alternate labor representative since 1989 on the Maine Labor Relations Board, a state agency that adjudicates public sector labor disputes. He is a cum laude graduate of Duke and Georgetown University Law Center.
