MATTHEW E. BENNETT is a sole practitioner in Silver Spring, Maryland, where he practices in the areas of criminal, torts and civil rights litigation. He received his B.A. degree, summa cum laude, from the University of Maryland at College Park and his J.D. degree from the University of Maryland School of Law. GREENBERG is a partner with Greenberg Law Offices, in Baltimore, where his practice focuses on representing individuals who are injured in automobile accidents or through the negligence of others. Mr. Greenberg also represents individuals accused of crimes and traffic offenses, including representing clients at their Motor Vehicle Administration hearings. He also devotes a portion of his practice to business litigation. Mr. Greenberg earned his bachelor's degree, in sociology and political science, at Boston University. He received his law degree from University of Baltimore. KRUGER is a member of Funk & Bolton, P.A., where she is a resident in the firm's Baltimore office. She concentrates in law enforcement matters, advising chief law enforcement executives in all aspects of managing police agencies, and is a member of the firm's Local Government Practice Group. Ms. Kruger is recognized state-wide for her experience in the management and litigation of police misconduct matters, including cases arising under the Law Enforcement Officers' Bill of Rights. Her reputation as a police legal advisor is of national scope. Before joining Funk & Bolton, Ms. Kruger served as a Senior Assistant County Attorney for Harford County, Maryland, where she represented the sheriff and other county public safety agencies. She also served for 12 years as an Assistant Attorney General for the State of Maryland representing the Maryland Transportation Authority Police. Before becoming a police legal advisor, she was a prosecutor in the Attorney General's Criminal Investigations Division. Ms. Kruger is a member of the Maryland (active status), District of Columbia (inactive status) and California (inactive status) bars and holds a graduate certificate in teaching from Johns Hopkins University. She received her B.A. degree from Hamilton College, her J.D. degree from Rutgers University School of Law and her L.L.M. degree, in law and government, from Washington College of Law, American University. She graduated from the FBI National Law Institute, and the Federal Law Enforcement Training Center's legal advisor program. She is a regular contributor to The Police Chief magazine, published by the International Association of Chiefs of Police. The magazine published a major article of hers on the subject of the role of expert witness testimony in police litigation. Ms. Kruger edits and coordinates publication of the magazine's "Chief's Counsel" monthly column. Ms. Kruger is a certified instructor for the Maryland Police and Correctional Training Commissions, and an adjunct instructor at the Community College of Baltimore County. Ms. Kruger serves as counsel to the Maryland Chiefs of Police Association, Inc., is an active member of the Maryland Sheriffs' Association, and she is a board member of the Legal Officers' Section of the International Association of Chiefs of Police. Ms. Kruger's legal experience includes the litigation of civil lawsuits and administrative disciplinary matters, legal sufficiency review of agency policies, internal audits and grant compliance, drafting of legislation and regulations, training and risk management analysis. MICHAEL J. WINKELMAN is a partner in the law firm of McCarthy & Winkelman, L.L.P. Mr. Winkelman practices complex civil litigation in State and Federal Courts throughout Maryland and select other jurisdictions. He has extensive appellate experience having argued cases in front of the United States Court of Appeals for the Fourth Circuit, the Maryland Court of Appeals and the Maryland Court of Special Appeals. He represents clients in a variety of complex civil matters. He has extensive experience with high profile matters and dealing with the media in such matters. His primary representation is on behalf of persons injured or otherwise affected by medical malpractice, products liability, wrongful death, motor vehicle accidents and police brutality/civil rights matters. He also represents select corporate/institutional clients on matters including telecommunications disputes, class actions, contracts and insurance coverage issues. Mr. Winkelman received his B.A. degree from Washington College and his J.D. degree from the University of Baltimore School of Law. He is a member of the Maryland Association for Justice (member, Board of Governors), the Maryland State Bar Association and the Prince George's County Bar Association.
