ZOA DOLAN BARNES is a partner in the Westminster law firm of Hill & Barnes, LLC. She is a founding partner of this small litigation firm, which primarily focuses on family law, special education law, criminal law and appellate practice in family law. She is a member of the Judicial Nominating Committee, Women's Bar Association of Maryland; the Judicial Nominating Committee of Carroll County; the Carroll County Bar Association; the Carroll County Family Bar Association; and the Baltimore Women's Bar Association (vice chair of the board, 2007 to present; president 2010-2011). Ms. Barnes has been a volunteer attorney for the Family Legal Clinic in Carroll County since 2002. Ms. Barnes earned her B.A. degree from Hood College and her J.D. degree from the University of Maryland School of Law. AMY M. FELDMAN is an attorney with the law firm Hickman, Ulsch, McFaul & Wright, P.A., where her main area of practice is family law. She is a member of the Baltimore Women's Bar Association, The Simon E. Sobeloff Law Society, Carroll County Youth Service Bureau, Maryland State Bar Association, American Bar Association, the Carroll County Bar Association and Baltimore County Bar Association. FREDERICK L. KOBB is a partner with the law firm Wright, Constable & Skeen, L.L.P., where his main areas of practice are family law, separation and divorce, custody, child support, spousal abuse, adoption, prenuptial and postnuptial agreements, adult guardianships, and general civil litigation. He is a lecturer for the Maryland Institute for Continuing Professional Education of Lawyers, Inc., a guest lecturer for Social Work and the Law and the University of Maryland School of Social Work. Mr. Kobb is a member of the Bar Association of Baltimore City (Family Law Section), the Baltimore County Bar Association (Family Law Section), the Maryland State Bar Association (Family and Juvenile Law Section), the American Bar Association (Family Law Section), the Women's Law Center (volunteer for the Family Law Hotline), the Baltimore City Circuit Court Settlement Program, the National Association of Railroad Trial Counsel and the Maryland Volunteer Lawyers Service (board of directors). He earned his B.S. degree from Cornell University and his J.D. degree from Cornell Law School. STACY LeBOW SIEGEL is a private practitioner in Towson, Maryland, concentrating in all areas of family law. She is a frequent MICPEL and Maryland State Bar Association lecturer. Ms. Siegel has chaired the Maryland State Bar Association (Family and Juvenile Law Section Council); the Baltimore County Fee Arbitration Committee; the Baltimore County Bar Association (family law committee) and the Baltimore County Bar Association (Solo and Small Firm Committee). She is a board member of the Simon E. Sobeloff Society. Ms. Siegel co-authored family law cases and materials for the University of Maryland School of Law including the Maryland Practice Manual (family/domestic law portions). She also was one of the authors of "Third Party Custody - What Can Be Presumed" (Maryland Bar Journal). She has been named as a top attorney in Maryland as published in Baltimore Magazine's Super Lawyer Section (2008 and 2010) and Baltimore Smart CEO's - Legal Elite. Ms. Siegel earned her J.D. and M.B.A. from the University of Baltimore School of Law, and her B.S. degree from the University of Maryland. She is an adjunct faculty member at the University of Maryland School of Law, where she has and continues to teach family law. HON. THOMAS F. STANSFIELD is an associate judge in Carroll County Circuit Court, 5th Judicial Circuit. Prior to his position as an associate judge, Judge Stansfield was a city attorney for the city of Taneytown and Standing Equity Master for Carroll County Circuit Court. He is a member of the Inquiry Panel and Peer Review Panel, Attorney Grievance Commission, American Bar Association, Maryland State Bar Association, Carroll County Bar Association (past president and secretary), and Maryland Trial Lawyers Association. Judge Stansfield is admitted to practice before the U.S. District for Maryland Bar, the U.S. Court of Appeals for the 4th Circuit Bar and the U.S. Supreme Court Bar. He earned his B.A. degree from Towson State University and his J.D. degree from South Texas College of Law.
