H THEODORE COHEN is of counsel to Keegan Werlin LLP in Boston, where he specializes in municipal law, real estate law and land use regulation. Mr. Cohen served as town counsel to the town of Reading, Massachusetts from 1972 to 2001. He has also provided town counsel or city solicitor services to numerous other Massachusetts cities and towns. Mr. Cohen represents public and private clients in a variety of real estate transactions, including financing, investment, construction, leasing and sales of residential and commercial properties. He has experience in performing and reviewing title examinations and in drafting all types of real estate documents in transactions that involve interaction with governmental entities, administrative agencies, land use professionals, developers, land owners, financing entities and abutters. He is a member of the Property Law Section Council of the Massachusetts Bar Association and a fellow of the Massachusetts Bar Foundation. Mr. Cohen earned his J.D. degree from the University of Chicago Law School and his B.A. degree from Brown University. JOSEPH COVE is a partner in the law firm of Cove & Hogarth. Over the years, Mr. Cove has developed a reputation for skilled practice in the area of municipal law and has served as full time counsel and/or special counsel in ten communities throughout Central Massachusetts and Southeastern Massachusetts. In 2006, the Worcester Telegram noted that Mr. Cove was the only small firm lawyer who continues to represent municipalities when much larger city firms represent the remainder of Southern Worcester County towns. In 2001, he represented the town of Leicester in the landmark case of Southwestern Bell v. Todd et al before the First Circuit Court of Appeals for the United States. The case was one of the first cases of record in the country to uphold the right of a community to deny cell tower placements on the basis of aesthetic considerations. This case has been followed throughout the country and is known today as the "Todd Standard." Mr. Cove is a member of the Massachusetts City Solicitors and Town Counsel Association, for whom he has written materials including two chapters in the two-volume work, Massachusetts Municipal Law published for municipal practitioners. He has also written articles for the American Bar Association, the Worcester County Bar Association, various law reviews and the Massachusetts Federation of Planning Boards and Zoning Boards of Appeal. He has been invited to speak on a variety of municipal topics, especially zoning and planning to various boards and associations. Mr. Cove is a member of the Massachusetts State Bar and the Massachusetts Federal Bar. He is also a member of the Federal Bar for the State of Rhode Island. Mr. Cove earned his B.A. degree, magna cum laude, from Bowdoin College and his J.D. degree from Suffolk University Law School. LISA J. DELANEY is a partner with the law firm of Carvin & Delaney LLP. Ms. Delaney is a 1987 graduate of Suffolk University Law School. Her practice concentrates on commercial and residential real estate and title matters, including research, title litigation, purchase, sale and other coveyancing transactions. Ms. Delaney is hired by title insurance companies both as a title insurance policy claims counsel and for the preparation of research projects. She is hired by other law firms as co-counsel and/or title consultant for litigation regarding land and title issues and in closing real estate transactions. Her clients and customers include property owners, lenders, real estate brokers, other law firms and title insurance companies. Ms. Delaney is an issuing agent for all title insurance companies in Massachusetts. She is an appointed land court examiner for the Massachusetts Land Court. Ms. Delaney is a frequent seminar panelist speaking on title and transactional topics. She is an active member of the Real Estate Bar Association, serving on both the Registry Committee and Homestead Committee, and the former Forms Committee, for which she wrote several forms approved by the REBA Board of Directors and adopted by the bar association for its form book. Ms. Delaney also serves as a mentor for REBA and is available for consultation and questions from REBA's newer members. She is a member of both the New England Land Title Association (NELTA) and American Land Title Association (ALTA). Ms. Delaney has written articles for REBA News, NELTA News and the New England Real Estate Journal. In addition to the Massachusetts Bar Association, she is a member of the 1st District Federal Court and the U.S. Supreme Court Bar.
