MARK A. BALKIN is a partner in the Mandeville law firm of Hardy, Carey, Chautin & Balkin, LLP, where his main areas of practice are communications law, zoning law and municipal corporation law. Mr. Balkin and his firm represent broadcasters in business transactions and in regulatory matters before the Federal Communications Commission. The firm also represents businesses in trademark and copyright matters before the U.S. Patent and Trademark Office and Copyright Office and in litigation. Mr. Balkin also has been representing both governmental entities and developers in land use and contract matters for more than 20 years. He has written a number of articles and made numerous presentations to lawyers, municipal officials and land planners on various issues including annexations, zoning procedures, impact fees, historic preservation, cellular tower siting and adult use regulation. Mr. Balkin is licensed in both Louisiana and Illinois. He is a member of the New Orleans, Louisiana State, American, and Federal Communications bar associations. Mr. Balkin earned his A.B. degree from the University of Missouri and his J.D. degree from Washington University in St. Louis. T. SHANE SANDEFER is an associate with Kean Miller Hawthorne D'Armond McCowan & Jarman LLP. He practices in the environmental law and real estate groups and is a Registered Professional Engineer. Mr. Sandefer's practice involves most aspects of environmental regulatory law, including permitting, compliance, enforcement and transactional issues, as well as environmental litigation matters. Additionally, he counsels industrial and commercial clients on such matters as environmental assessments, contractual arrangements, and wetlands issues. Prior to law school, Mr. Sandefer was a project engineer for Turner Environmental and a senior staff engineer for URS. He also served as an assistant project manager for Cajun Constructors and worked in the Hazardous Waste Enforcement group at the Louisiana Department of Environmental Quality. Mr. Sandefer is a member of the Baton Rouge, Louisiana State (Environmental Law Section) and American bar associations. He is admitted to practice before all U.S. District Courts in Louisiana and the U.S. 5th Circuit Court of Appeal. Mr. Sandefer earned his J.D. and his bachelor's degree from the LSU Law Center, where he served as vice president of the Environmental Law Society and was a member of the Order of the Coif and Phi Alpha Delta. He also earned his M.S. degree from Louisiana State University and his B.S. degree from LSU. EDWARD R. WASHINGTON III is a member and manager of both The Washington Law Group, LLC and Ducre & Washington, L.C. He is currently focusing his practice in litigating zoning matters and alcoholic beverage matters. Mr. Washington was the Deputy City Attorney for the New Orleans City Attorney's Office from 1997-2009, where he was on the land use, zoning, and research and opinions team. He earned his B.S.M.E. degree from the University of New Orleans, his J.D. degree from Tulane University and his MBA degree from Loyola University in New Orleans. Mr. Washington is on the Board of the Renaissance Marketplace of Eastern New Orleans. He is a former adjunct professor of the Xavier University Business School and a frequent lecturer at CLE seminars. Mr. Washington is involved as Commissioner for the Lake Carmel Subdivision Improvement District (1997-2000; 2006-2010) and is on the Board of Directors for the Lake Carmel Homeowners Association. He has been a Licensed Real Estate Agent since 2006. Mr. Washington is a member of the Louisiana State Bar Association.
