MARK A. BALKIN is a partner in the Mandeville law firm of Hardy, Carey, Chautin & Balkin, LLP, where his main areas of practice are communications law, zoning law and municipal corporation law. Mr. Bouquet has been the town attorney for Iowa, Louisiana for over a decade. He earned his B.A. degree from McNeese State University and his J.D. degree from Louisiana State University.
