MISTY DUGGER JUDY is a staff attorney for the Kentucky Tourism, Arts and Heritage Cabinet Office of Legal Affairs. She provides legal counsel and handles primarily state personnel and employment cases for the cabinet's 13 organizational agencies. Prior to coming to Kentucky Tourism, Arts and Heritage Cabinet Office of Legal Affairs, Ms. Judy was an assistant counsel with the Kentucky Cabinet for Health and Family Services and an assistant public advocate with the Kentucky Department of Public Advocacy. EDISON is a sole practitioner in Shepherdsville, where he practices in the areas of general practice, real estate law and municipal law. He has practiced and represented various municipalities throughout the last 37 years and has lectured to attorneys and other professionals on planning and zoning issues, real estate and legal issues involving local governments. Mr. Edison earned his B.A. degree from Western Kentucky University and his J.D. degree from the University of Louisville. TIMOTHY J. EIFLER is a tax attorney in the Louisville office of the Kentucky law firm of Stoll Keenon Ogden PLLC, where he serves as chair of the State and Federal Tax Practice Group. His practice focuses on controversy, litigation and planning, with respect to state and local tax matters. Mr. Eifler has been involved in controversies regarding tax issues before the administrative and judicial systems of numerous jurisdictions, and has assisted with numerous transactions. He has written extensively in the area of state and local taxation, and he is a frequent speaker and lecturer on state and local tax matters at a wide variety of conferences, forums and groups. Mr. Eifler is listed in the The Best Lawyers in America (12th and 13th editions) in tax law. He is a member of the Kentucky, Indiana State and Tennessee bar associations, and serves on a number of tax-related committees for groups such as the Kentucky Chamber of Commerce; Greater Louisville, Inc.; and the Kentucky, Tennessee, Indiana State and Louisville bar associations. DONALD M. WAKEFIELD is a partner in the Lexington, Kentucky office of Bowles Rice McDavid Graff & Love LLP. His primary practice areas include administrative law; appellate practice; business law; collections; creditor's rights and bankruptcy; and general litigation and insurance defense, including civil rights and governmental defense. Mr. Wakefield has defended numerous cities and their police departments and officers throughout Kentucky. He earned his bachelor's degree from Centre College in Danville, Kentucky and simultaneously earned a law and master's degree from the University of Kentucky. Mr. Wakefield is admitted to practice in the Commonwealth of Kentucky, and before the U.S. District courts for the Eastern and Western districts of Kentucky, the U.S. Circuit Court of Appeals for the Sixth Circuit. He also practices before various administrative agencies.
