MICHAEL L. BELANCIO is an associate with Foland, Wickens, Eisfelder, Roper & Hofer, PC. His experience encompasses personal injury, criminal defense, trucking, construction, surety, insurance, government liability, police misconduct and special education issues on behalf of children with disabilities. In both 2006 and 2007, Mr. Belancio was named Best of the Bar in the Kansas City Business Journal. In 2009, he was awarded the Warren Welliver award by sections of the Missouri Bar. Mr. Belancio is admitted to the United States Supreme Court, the Missouri Supreme Court, the Kansas Supreme Court, the Pennsylvania Supreme Court, the United States Court of Appeals for the 8th Circuit, the United States Court of Appeals for the 10th Circuit, the United States District Court for the Western District of Missouri, the United States District Court for the Eastern District of Missouri and the United States District Court for the District of Kansas. Mr. Belancio has written multiple publications in his areas of expertise. He received his B.A. degree from Westchester University of Pennsylvania and was the Judicial Clerkship for the Honorable Charles E. Atwell and his J.D. degree from Northeastern University School of Law. He is a member of the Missouri Bar Association, the Kansas Bar Association, the Kansas City Metropolitan Bar Association, the National Association of Criminal Defense Lawyers and the American Association for Justice. DANA TIPPIN CUTLER is a partner in the law firm of James W. Tippin & Associates, where her practice is concentrated primarily in education law (charter and hybrid schools in Missouri) and attorney malpractice defense litigation. She graduated from the University of Missouri - Kansas City School of Law and from Spelman College with a B.A. degree. Ms. Tippin Cutler is a member of the American Bar Association, Jackson County Bar Association, and the Kansas City Metropolitan Bar Association. She currently is an elected member of The Missouri Bar Board of Governors and is an appointed member of The Missouri Bar Foundation. Ms. Tippin Cutler also currently serves on the 16th Judicial Circuit Bench Bar Committee. She was appointed by the ABA President to serve on the Committee for Professionalism. Ms. Tippin Cutler was appointed and has served on the ABA Standing Committee for Judicial Independence and The Missouri Bar Trustees. She has served as the chair of the Committee on Minority Issues for The Missouri Bar and was instrumental in starting The Missouri Bar's Leadership Academy. Ms. Tippin Cutler has served as legal counsel for the Kansas City Metropolitan Bar Foundation and as chair and vice-chair for the KCMBA's Circuit Court & Civil Practice Committee and vice-chair of the Insurance Law Committee. She is a two-time recipient of The Missouri Bar's President Award for service. Ms. Tippin Cutler serves on and is the immediate past president of the Board of Curators for Lincoln University in Jefferson City, Missouri, a gubernatorial appointment. JEAN LAMFERS is a partner in Lamfers, Sheehan & Ozegovic, LLC, where she practices in the areas of school, privacy, insurance and business law. She has defended educators and administrators in professional matters and civil litigation. She has also been claims counsel for educator's professional liability insurers for more than 15 years, overseeing litigation nationwide against education professionals for a wide range of allegations including negligence, defamation, federal and state statutory violations, corporal punishment and civil rights violations. Her most recent work with electronic privacy issues includes researching and developing a cutting edge insurance policy for a national carrier to cover professionals exposed to regulatory actions and civil suits for violations of the growing number of state and federal privacy laws. She has also represented business and estate planning clients on both sides of the line for more than 25 years. She is admitted to practice law in Kansas and Missouri, is a member of The Missouri Bar and has received the Outstanding Service Award from the Kansas Bar Association. Ms. Lamfers earned her journalism degree from the University of Kansas, her J.D. degree, Dean's Honors, from Washburn University School of Law and she has been an adjunct professor, in Communications Law, for Washburn University School of Law. TOM P. O'DONNELL is senior counsel in the law firm of Polisnelli Shughart, P.C. He practices in the areas of special education law, education law and healthcare law. Mr. O'Donnell has spoken for several professional organizations on HIPPA topics on a local and national platform. He was an adjunct professor at the University of Missouri Law School from 2005 to 2009, where he taught disability rights. Mr. O'Donnell has co-published written works on HIPPA with Healthcare Compliance Association. He received his B.A. and M.A. degrees from the University of Missouri-Columbia and his J.D. degree from the University of Missouri - Law School. He is a member of the Missouri and Kansas bar associations, the American Health Lawyers Association, the Medical Group Managers Association and the Missouri Society of Healthcare Attorneys.
