JAMES C. BOWERS JR. is a partner in the Kansas City law firm of White Goss Bowers March Schulte & Weisenfels, A Professional Corporation, where he practices in the areas of zoning and planning and land use. He has frequently lectured on zoning matters to various professionals. Mr. Bowers earned his B.S.B.A. and J.D. degrees from the University of Missouri at Columbia. He is a member of The Missouri Bar (member, Local Land Use Committee; member, Real Estate Section). MARK S. BRYANT is a partner with SNR Denton US LLP, where he specializes in real estate development, as well as, major real estate projects planning and zoning and tax advantage investing. He has represented community development corporations in connection with their development of retail shopping centers, office building complexes and numerous multi and single-family housing projects. Mr. Bryant has extensive experience acquiring property pursuant to the requirements of the Uniform Relocation and Real Property Acquisition Act. In addition, he facilitates rezoning, land use matters, the formation of community improvement districts, neighborhood improvement districts, transportation development districts, tax increment financing, the organization of community development entities and applications for allocation of new markets tax credits. Mr. Bryant is a former member of Kansas City, Missouri City Council (Tax Increment Financing Commission, Land Clearance for Redevelopment Authority and Economic Development Corporation). He is admitted to practice in Missouri. Mr. Bryant was selected to represent the Downtown Economic Stimulus Authority of Kansas City, Missouri, a statutory body which approves the use of local and state tax increments to finance public improvements in connection with major redevelopment initiatives in downtown Kansas City. He earned his B.S. degree from Central Missouri State University and his J.D. degree from Kansas City School of Law, University of Missouri, where he was the recipient of the Thomas Deacy Trial Award. JAMES M. KAUP is a partner with Kaup & Schultz, LC. His areas practice include general municipal law with a concentration in employment, land use, environmental mandates, tort liability, risk management, city and country home rule, and legislative lobbying. Mr. Kaup served as legal counsel and general counsel to the League of Kansas Municipalities, and as special counsel to the Kansas Association of Counties. He also has served as city attorney for Edwardsville, Kansas. Mr. Kaup has been an instructor and lecturer at Wichita State University and the University of Kansas, and a guest lecturer at the University of Missouri-Kansas City School of Law and Washburn University School of Law. He is a frequent speaker on municipal law issues such as annexation, land use, employment and tort law. Mr. Kaup earned his B.S. degree, magna cum laude, from Kansas State University and his J.D. degree from the University of Kansas. He has written numerous articles and manuals for public officials on topics such as the federal Fair Labor Standards Act, the Kansas Tort Claims Act, annexation, planning and zoning, and constitutional rights of public employees. Mr. Kaup is active in land use planning, having served over six years as a commissioner on the Topeka-Shawnee County Metropolitan Planning Commission. He was chair of the Shawnee County, Kansas Planning Commission from 2004 to 2006. S. MARK WHITE is a partner in the law and planning firm of White & Smith, LLC, concentrating in land use law. He is a frequent speaker to the national meetings of the American Planning Association, The Center for American and International Law and various other organizations. Mr. White earned his B.A. degree, magna cum laude, from Bethany College and his J.D. and Masters in Regional Planning degrees from the University of North Carolina. He is a member of The Missouri Bar and the North Carolina State Bar, the American Institute of Certified Planners, the American Planning Association (APA), the International Municipal Lawyers Association, the International City/County Management Association, Congress for the New Urbanism and the Institute of Transportation Engineers. He is the co-author of APA's model land development code the "21st Century Land Development Code," a contributor to "A Legal Guide to Urban and Sustainable Development for Planners, Developers and Architects" and numerous other publications on zoning, form-based codes and New Urbanism, sustainability, public facilities-based land development regulation and similar topics.
