JAMES M. MATTHEWS is of counsel with the Kansas City law firm of Bryan Cave LLP, where his practice is concentrated in the areas of business and estate taxation and planning. He has lectured at state and local taxation seminars sponsored by The Missouri Bar. Mr. Matthews has written chapters on interstate sales and use taxation and sales and use tax procedures in Missouri Taxation Law and Practice (Fourth Edition). He wrote "Taxation of Exempts on Non-Profit Organization Policies" published in The Journal of Multistate Taxation and Incentives. Mr. Matthews also wrote an article on sales and use tax liability of transferees and successors appearing in The Missouri Bar Journal, and co-wrote a chapter in another Missouri Bar deskbook dealing with estate planning. He is past chairman of the Taxation Committee of The Missouri Bar and an original member of the Director of Revenue's Advisory Group. Mr. Matthews is a member of The Missouri Bar, the American Bar Association (member, Taxation, Corporation, Banking and Business Law, Real Property, Probate and Trust Law Sections) and the Kansas City Metropolitan Bar Association (member and past chairman, Taxation Committee). He earned his B.A. degree from Washington University in St. Louis, his J.D. degree from St. Louis University and his LL.M. degree, in taxation, from Georgetown University. PETER MIRAKIAN III is a partner with the Kansas City law firm of Spencer Fane Britt & Browne LLP, and practices with the business and finance group. He focuses his practice in the areas of business law, mergers and acquisitions, securities, tax and telecommunications. Mr. Mirakian represents public and private companies and individuals in complex U.S. and international transactions, registered and unregistered securities offerings, securities regulatory compliance, and business and tax planning. He is a member of The Missouri Bar, the American Society of Corporate Secretaries, Johnson County, Kansas and American bar associations. He earned his B.A. degree, with highest distinction, and his J.D. degree from the University of Kansas. KATHRYN R. PERSLEY is a licensed attorney in Missouri and Kansas, and has practiced law for more than 14 years. Her main areas of practice include bankruptcy, debt management, credit education, and restoration, business development, and estate planning. Ms. Persley is certified to teach courses on debt management and financial education, and frequently speaks at seminars throughout the region. She is the former host of a weekly radio program which focused on money and credit issues, Knowledge is Power. In addition, Ms. Persley serves as a board member for several not-for-profit organizations. She also is founder and director of SOS Financial Solutions, Inc., an organization dedicated to increasing financial awareness through education and counseling. Ms. Persley earned her B.A. degree from the University of Missouri-Kansas City and her J.D. degree from Washburn University School of Law. MICHAEL P. WINKLER is an associate in the Corporate Finance Division of Stinson Morrison Hecker LLP. His practice focuses on general corporate law, securities law compliance and general tax matters. Mr. Winkler is actively involved in Volunteer Income Tax Assistance, preparing income tax returns for underprivileged individuals and families. He is a member of The Missouri Bar, the American (Business Law Section), Kansas, and Kansas City Missouri bar associations. Mr. Winkler is admitted to practice in Missouri and Kansas. He earned his CPA in 2008, and was awarded the "Gold Medal" for the highest cumulative score for the CPA exam testing period. Mr. Winkler earned his B.A. degree, M.A. degree and J.D. degree, with highest honors, from the University of Oklahoma.
