DR. MARY JO DARE works with B&D Consulting to provide strategic compliance services to school districts at the local, regional and state levels. She also works closely with and supports our school and education lawyers at Baker & Daniels. Dr. Dare is a 30-year veteran of special education and former Assistant Superintendent for Academic Affairs in Indianapolis Public Schools, one of the nation's largest school districts. She served in a variety of administrative positions with IPS, including 18 years as Director of Special Education/Student Services. Dr. Dare has chaired or directed a number of committees on the writing and implementing of manuals, procedures, programs, reorganizations and reviews. She directed a committee to write and implement procedures for a multidisciplinary evaluation team, which was presented to the National Council for Exceptional Children. Her expertise in special education extends to academia, where she currently is a Clinical Associate Professor in the School of Education at Indiana University-Purdue University Indianapolis. In addition to master's and doctorate degrees in education, Dr. Dare earned a certificate in learning disabilities and emotionally handicapped and a director's license in special education both from Butler University. She has spoken and written on numerous topics in her areas of expertise. ROZLYN M. FULGONI-BRITTON is a member of Baker & Daniels' national labor and employment practice group. During law school, she served as a judicial intern for the Honorable Larry J. McKinney in the U.S. District Court for the Southern District of Indiana. Ms. Fulgoni-Britton is admitted to practice in Indiana and before the U.S. District Court for the Northern and Southern districts of Indiana. She earned her B.A. degree, with honors, from Michigan State University and her J.D. degree from Indiana University School of Law-Indianapolis. GRETCHEN GUTMAN is a partner with Taft Stettinius & Hollister LLP and has more than 20 years experience in the legislative and political arenas. Ms. Gutman's government service involves assisting government and business clients in developing legislative strategies, including bill-drafting to effectively advocate their interests before local and state legislative and administrative bodies. She also handles regulatory compliance, gaming and other government transactions. She is widely recognized for her understanding of Indiana's School Finance system and property tax assessment and tax policy. Ms. Gutman is licensed to practice law in Indiana. She has served as special counsel, underwriters counsel and bond counsel in various transactions related to the constructions of town hall, hospital, and university facilities. In addition, Ms. Gutman has represented clients in numerous property tax appeal cases before local taxing authorities. She earned her J.D. degree from the Indianapolis University School of Law. Ms. Gutman is a member of the American, Indiana State, and Indianapolis bar associations. She was also the recipient of the "Forty Under 40 Award," Indianapolis Business Journal. DANA L. LONG is legal counsel for the Indiana Department of Education. In that capacity, Ms. Long serves as legal counsel to the Superintendent of Public Instruction, the Indiana Department of Education, the Indiana State Board of Education, the Indiana Case Review Panel (student-eligibility appeals from the Indiana High School Athletic Association), and the Indiana Board of Special Education Appeals. Prior to working for the Indiana Department of Education, Ms. Long was an attorney with Indiana Protection and Advocacy Services, representing individuals with disabilities. Ms. Long previously served as commissioner of the Brown County Circuit Court. Before attending law school Ms. Long taught junior high and high school mathematics in Lake County, Indiana. She earned her B.S. and M.S. degrees in education from Indiana University, Bloomington, and her J.D. degree from the Indiana University School of Law, Bloomington. Ms. Long is a member of the Indiana State Bar Association and the National Council of State Education Attorneys. AMY M. STEKETEE is an attorney with Baker & Daniels where she concentrates her practice in the area of employment and labor law, as well as school law. Prior to joining Baker & Daniels, she spent six years working in public education as a Teach for America high school teacher and then as a guidance counselor. During law school and her doctoral education studies, Ms. Steketee served as an Associate Instructor and Adjunct Professor at Indiana University-Bloomington where she taught "Legal Issues in Education," a required course for undergraduate education students. She earned her B.A. and M.S. degrees from Indiana University-Bloomington and her J.D. degree, cum laude, from Indiana University Maurer School of Law-Bloomington. Ms. Steketee is admitted to practice in Indiana and before the U.S. District Court for the Northern District of Indiana, the U.S. District Court for the Southern District of Indiana, and the U.S. Supreme Court. She is a member of the Education Law Association, the Council of School Attorneys and the Robert A. Grant Inn of Court.
