KEVIN G. BUCHHEIT is a member of Krieg Devault, in Noblesville, where he is a member of the firm's real estate and environmental, commercial and real estate lending, and municipal practice groups. His range of experience covers the spectrum of community development from planning and zoning, to impact fees and code enforcement. Mr. Buchheit has been involved on the boards of two state chapters of the American Planning Association and he is a past president of the Indiana Chapter. He earned his B.S. degree from Ball State University in Muncie, Indiana and he earned his M.S. degree from the University of Tennessee in Knoxville. Mr. Buccheit is a member of the American Institute of Certified Planners, Urban Land Institute; and the American Planning Association, Indiana Chapter. MICHAEL L. CARMIN is the managing attorney at Andrews, Harrell, Mann, Carmin & Parker, PC; where he practices in the areas of business and real estate law, zoning, land use and development. Mr. Carmin has lectured at continuing education programs on the use of expert witnesses and Indiana real estate law. He is active in local governmental affairs on behalf of various interest groups and the Greater Bloomington Chamber of Commerce on land use and zoning policies of Monroe County and the City of Bloomington. Mr. Carmin is a member of the Monroe County and Indiana State bar associations, the Indiana Trial Lawyers Association and the Indiana Land Title Association. He earned his B.A. degree from Indiana University and his J.D. degree from Indiana University School of Law. ERIC D. KELLY is one of the nation's foremost land use lawyers and growth management specialists, and is vice president with Duncan Associates. He is a professor of urban planning and former dean of the College of Architecture and Planning at Ball State University. Mr. Kelly earned his B.A. degree from Williams College, his J.D. and M.C.P. degrees from the University of Pennsylvania, and his Ph.D. degree from The Union Institute. He frequently presents keynote, luncheon and dinner addresses at state and regional conferences; primarily on legal aspects of planning land use controls. Mr. Kelly has written works such as "A Practical Guide to Winning Land Use Approvals and Permits," (co-author), "Community Planning: An Introduction to the Comprehensive Plan," (lead co-author) and "Zoning Land Use Controls," (general editor). He is a member of the American Bar Association, a charter member of the American Planning Association (past president), a fellow in the American Institute of Certified Planners and a member of the Indiana Land Resources Council. Mr. Kelly has received the Colorado APA chapter's award for Outstanding Service and Educational Leadership, an Outstanding Service Award from the Iowa Chapter of the American Planning Association, and a Planning Sagamore award from the Indiana Chapter of the American Planning Association. In a centenary publication, the University of Pennsylvania Graduate School of Fine Arts listed him among its "100 Graduates Who Epitomize Our Future." JOHN R. MOLITOR is a sole practitioner in Indianapolis, Indiana. As a practicing attorney and registered lobbyist before the Indiana General Assembly, Mr. Molitor has represented public and private sector clients interested in historic preservation, economic development, infrastructure funding, property taxation, utility regulation and myriad local government issues. He has served for 14 years as legislative chair for the Land Use and Zoning Section of the Indiana State Bar Association, and is a former chair of the Section. Mr. Molitor is a member of the Taxation and Infrastructure committees of the Indiana Chamber of Commerce, an associate of the Tax Research Analysis Center (Franklin, IN) and a member of the Indiana Planning Association. In addition to his law practice, he serves on various project teams for William-Lynn-James, Inc., an international consulting firm, where he assists clients in legislative research and public policy planning related to trade and transportation. Mr. Molitor is a former staff member of the Indiana Legislative Services Agency, where he served seven years as director of the Office of Code Revision and three years as senior counsel to the Local Government Study Commission. He supervised the drafting of several major pieces of legislation, including the criminal code (1976), the Home Rule Act (1980), and a recodification of the state's election laws (1986). Mr. Molitor earned his B.A. degree, with honors, from Indiana University at South Bend and his J.D. degree from Indiana University School of Law Bloomington, where he is a former adjunct professor of law. He also has spoken at numerous business and professional seminars covering subjects such as property rights, property taxation, commercial lease administration, impact fees, planning and zoning, historic preservation and legislative drafting. LAWRENCE A. VANORE is a partner in the Indianapolis law firm of Taft Stettinius & Hollister LLP, where he represents clients in all aspects of environmental law (permitting and land use), with a particular emphasis on permit and enforcement issues involving the Clean Air Act, including Prevention of Significant Deterioration and Title V permits. Mr. Vanore and has frequently appealed such permits and defended permit appeals on behalf of business clients. He also counsels clients on compliance with the Clean Water Act, State and Federal Superfund actions and all solid and hazardous waste laws. In business transactions, Mr. Vanore works closely with the firm's mergers and acquisitions lawyers to perform environmental due diligence. In addition, he represents business clients in OSHA regulatory actions. Mr. Vanore's public law practice focuses on local zoning and planning, including the preparation of local zoning ordinances and comprehensive plans. He has also assisted numerous municipalities in Indiana with annexations. Mr. Vanore's litigation practice includes defending local zoning boards and plan commissions at both the trial court and appellate levels. He is a member of the Indianapolis (member, Environment and Natural Resources Section), Indiana State (member, Environmental Law Section) and American (member, Environmental Law and Tort and Insurance Practice sections) bar associations. Mr. Vanore earned his B.A. degree from Hofstra University, and his M.P.A. and J.D. degrees, magna cum laude, from Indiana University. He is a frequent speaker on environmental, zoning and municipal law topics.
