WILLIAM BOCK III is a partner with the Indianapolis law firm of Kroger, Gardis & Regas, LLP where one of his primary focuses is representing municipalities, other governmental units and public officials in litigation and before administrative bodies. He is actively involved in appellate practice and has served as lead appellate counsel in numerous appeals involving governmental matters. Mr. Bock has also developed a background in the specialized area of voting rights and election law. During the 2004-2006 sessions of the Indiana General Assembly Mr. Bock served as parliamentarian to the Indiana House of Representatives. As parliamentarian Mr. Bock provided oversight on legal matters involving the House, including litigation brought concerning Indiana's photo identification law and a challenge to the practice of legislative prayers. Since 2000 Mr. Bock has handled six recounts and/or election contests involving the election of state legislators from districts throughout Indiana. In 2007 Mr. Bock successfully defended a state legislator in a post election challenge to his residency that was brought in Porter County Superior Court. His clients have been successful in every recount or election contest he has defended before the Indiana Recount Commission. Mr. Bock has also defended and advised county election boards and other entities of local government in Voting Rights Act and redistricting cases and represented clients in recounts, election contests, and election boundary disputes before local election boards, local recount commissions, the Indiana Election Commission and the Indiana Recount Commission. Mr. Bock served as special counsel to the Indiana House Republican caucus during the redistricting following the 2000 census. He has also served as special counsel providing advice on redistricting matters to numerous local governmental units. Mr. Bock has also regularly represented municipalities in other disputes regarding the scope of their statutory authority and constitutional matters. He received his B.A. degree, summa cum laude, from Oral Roberts University and his J.D. degree, cum laude, from the University of Michigan Law School in 1989, where he was a member of the Michigan Journal of Law Reform. Mr. Bock clerked for United States District Judge John Daniel Tinder, who was subsequently appointed to, and serves on, the United States Court of Appeals for the Seventh Circuit. BRIAN C. BOSMA is a partner in the Indianapolis law firm of Kroger, Gardis & Regas, LLP, where he concentrates his practice in the areas of corporate and business law, municipal representation, environmental law and construction matters. He serves as general or special counsel to more than a dozen political subdivisions and inter-local boards and advises fire and police chiefs, mayors, trustees, legislative bodies and governmental boards across the state. Mr. Bosma has served as lead counsel for more than thirty public construction projects ranging from small facilities to complex governmental centers, has litigated employment and disciplinary matters for public safety agencies, has participated as lead counsel in local redistricting and voting rights matters and has represented local units of government in complex condemnation litigation. With a degree in engineering from Purdue University (environmental emphasis), Mr. Bosma also serves as the chairman of the Kroger Gardis & Regas Environmental Practice Group. He regularly advises public and private clients involved in real estate and business transactions involving properties with environmental concerns, and represents parties before the Environmental Protection Agency, the Indiana Department of Environmental Management, and in state and federal courts in environmental litigation. Mr. Bosma has served as a member of the Indiana House of Representatives since 1986, and was elected Speaker of the House in 2004. In 2006 he returned to the position of Republican Leader for the 115th General Assembly. Throughout his public career, his legislative initiatives have focused in the areas of economic development, education reform, property tax relief, the improvement of services for the disabled and environmental protection. Mr. Bosma currently serves as a member of the Legislative Council, and has served as a member of the Ways and Means Committee, the Environmental Affairs Committee, the Education Committee, the Commerce Committee and as an advisor to the State Budget Committee. Mr. Bosma is a frequent author and lecturer on environmental, corporate and municipal matters, and has served for more than a decade as a lecturer for various bar review courses in the areas of corporations, partnership and agency law. He has received numerous awards and recognition for his public service and civic efforts. GREGORY P. CAFOUROS is a partner in the Indianapolis law firm of Kroger, Gardis & Regas, LLP. He is a certified mediator and he also is a registered professional engineer in the state of Indiana. Mr. Cafouros has been practicing environmental and construction law since 1978, defending environmental enforcement actions, prosecuting and defending toxic tort claims, assisting industries and municipalities in environmental permitting, and mediating a broad range of environmental disputes. As a registered engineer, he often coordinates the activities of owners and their engineers to develop innovative and cost-effective solutions to both construction problems and environmental disputes. He earned his B.S. degree from the University of Notre Dame and his J.D. degree from Indiana University School of Law. Mr. Cafouros is a member of the Indianapolis Bar Association (Environmental Law, past chair, and Business Law sections), the Indiana State Bar Association (Environmental Law and Land Use sections), the American Bar Association (Tort Trial and Insurance Practice, Forum on the Construction Industry sections) and the American Council of Engineering Companies of Indiana (general counsel). JAY P. KENNEDY is a partner in the Indianapolis law firm of Kroger, Gardis & Regas, LLP, where he concentrates his practice in the areas of bankruptcy and creditors' rights, business, commercial and complex litigation. He earned his B.A. degree, cum laude, from Emory University and his J.D. degree, with honors from Indiana University School of Law. TRICIA A. LEMINGER is a partner in the Indianapolis law firm of Kroger, Gardis & Regas, LLP, where she concentrates her practice in the areas of municipal law and business law and transactions. She advises political subdivisions and local governmental boards throughout the state on day-to-day operational issues, real estate acquisitions, disciplinary matters, benefits and compensation issues and construction issues. She currently serves as the deputy city attorney for the City of Beech Grove, Indiana. In addition, Ms. Leminger also advises private clients in the areas of business, real estate, land use and zoning and employment matters. She earned her B.A. degree from Purdue University and her J.D. degree from Indiana University at Bloomington School of Law. Ms. Leminger is a member of the Indiana State Bar Association, the Indianapolis Bar Association, the Inaugural Class of the Indianapolis Bar Leader Series and the 2003 OPTIONS Class of the Women's Fund of Central Indiana STEVEN RUNYAN is an attorney with Kroger, Gardis & Regas, LLP, where he concentrates his practice in the area of business litigation. He has considerable experience litigating non-competition disputes, to include appearing before the Indiana Supreme Court regarding the public policy implications of non-competition agreements in the medical industry. Mr. Runyan also represents clients in commercial contract disputes, has appeared before various administrative agencies, and has counseled in election recount proceedings. He earned his degree in accounting from the University of Northern Iowa and served as an officer in the United States Air Force prior to earning his J.D., from Indiana University School of Law – Indianapolis. LAWRENCE A. VANORE is a partner in the Indianapolis law firm of Taft Stettinius & Hollister LLP, where he represents clients in all aspects of environmental law, permitting and land use, with a particular emphasis on permit and enforcement issues involving the Clean Air Act, including Prevention of Significant Deterioration and Title V permits, and has frequently appealed such permits and defended permit appeals on behalf of business clients. He also counsels clients on compliance with the Clean Water Act, State and Federal Superfund actions and all solid and hazardous waste laws. In business transactions, Mr. Vanore works closely with the firm's mergers and acquisitions lawyers to perform environmental due diligence. In addition, he represents business clients in OSHA regulatory actions. His public law practice focuses on local zoning and planning, including the preparation of local zoning ordinances and comprehensive plans. Mr. Vanore also has assisted numerous municipalities in Indiana with annexations. His litigation practice includes defending local zoning boards and plan commissions at both the trial court and appellate levels.
