CHRISTOPHER H. MEYER has been a leader in the fields of road law, water law, land use and zoning law, environmental and natural resources law, and constitutional law for three decades. He is described in the Idaho Yearbook Directory as "centrally located in the world of Idaho public affairs" and "a key figure in Idaho water law." Mr. Meyer serves as president of the Idaho Environmental Forum. He has broad experience in land and water transactions, as well as litigation at the administrative, district court, and appellate levels. Mr. Meyer is listed in The Best Lawyers in America, Mountain States Super Lawyers, Chambers USA and Who's Who in America. Prior to entering private practice in 1991, he taught water law and negotiation at the University of Colorado Law School. In the 1980s, Mr. Meyer practiced natural resources law with the National Wildlife Federation in Washington, D.C. He earned both his A.B. degree, with high honors, and his J.D. degree, cum laude, from the University of Michigan. DR. JENNIFER STEVENS has worked in the environmental, urban planning and historical consulting fields since 1993. Dr. Stevens began full-time historical consulting work in 1995 for attorneys involved in environmental legal disputes requiring research in archives around the country. Cases on which she has served as an expert or consultant have involved land use, water, and mineral rights in the West. In 2008, Dr. Stevens completed her Ph.D., and engaged in historical consulting work while serving on Boise's Planning and Zoning Commission and teaching part-time at Boise State University. She will be an adjunct professor for Boise State University on North American Environmental History in spring2010. Dr. Stevens is a member of the Boise City Planning and Zoning Commission. She earned her B.A degree, with honors, from the University of California, her M.A. degree from the University of California and her Ph.D. degree from the University of California. PAUL A. TURCKE is a shareholder in the Boise law firm of Moore Smith Buxton & Turcke, Chartered. His practice focuses on public lands law and local government law. In addition to representing Idaho political subdivisions, Mr. Turcke represents varied recreation and sporting conservation interests. His litigation activities have spanned 13 different U.S. district courts, four circuit courts of appeals and the U.S. Supreme Court. Mr. Turcke clerked for Idaho 4th Judicial District Judge Gerald F. Schroeder, Ada County, Idaho. Prior to joining Moore Smith, he served as a Deputy Prosecuting Attorney in Bonner County, Idaho, and as a Deputy Public Defender in Kootenai County, Idaho. He earned his B.A. degree, with honors, from Whitman College and his J.D. degree, cum laude, from the University of Idaho. He is a member of the Idaho State Bar and the State Bar of South Dakota.
