PAUL J. FITZER is an attorney with Moore Smith Buxton & Turcke, Chartered, practicing in the areas of municipal law, civil litigation and land use law. Mr. Fitzer serves as general counsel for over a dozen governmental entities including municipalities, counties and districts. Additionally, he represents private individuals, partnerships and corporate entities in various land use planning endeavors. Mr. Fitzer is a member of the Idaho State Bar (Local Government Section) and is active in the Association of Idaho Cities. He graduated from Southern Methodist University School of Law with an emphasis in environmental law. JUSTIN M. FREDIN is an attorney with the law firm of Givens Pursley LLP, in Boise, Idaho, where he practices in the area of land use and real estate law. Mr. Fredin is licensed to practice in Idaho, and previously practiced in Illinois, where he represented municipalities and other local government entities. He sits on the Section Council for the Idaho State Bar Real Property Section and is a member of ULI Idaho and BOMA Boise. Mr. Fredin earned his J.D. degree, with distinction, from the University Of Iowa College Of Law, and his B.S. degree, cum laude, from Brigham Young University. TODD M. LAKEY is an attorney with Angstman Johnson, where his practice focuses on land use and zoning, real estate, public entity law, administrative law, health care, government relations, contract and business law. He has been in private practice since 2004. Over his career he has handled real estate transactions and obtained entitlements and approvals for thousands of acres of land throughout the region. Mr. Lakey has overseen large complex residential, commercial, mixed use and industrial projects. Mr. Lakey earned his bachelor's degree from Brigham Young University and his Juris Doctorate degree from Lewis and Clark Northwestern School of Law where he was a member of of the Cornelius Honor Society and the Moot Court Honor Board. He currently is a member of the Board of Directors for Idaho Partners Against Domestic Violence. GEOFFREY M. WARDLE is an attorney in the Boise firm of Hawley Troxell Ennis & Hawley LLP, where he concentrates his practice in commercial and residential real estate transactions. His experience includes representing clients regarding land use and zoning issues. He also represents individuals before regulatory and licensing boards and commissions and currently does litigation on behalf of governmental and private entities on land use matters. Mr. Wardle has previously lectured for National Business Institute on land use matters. He was an assistant attorney general for the state of Ohio from 1996 to 1997. Mr. Wardle is a member of the American Bar Association (member, State and Local Government Law Section), the Idaho State Bar (member, Real Property Section) and the Building Owners and Managers Association (BOMA International). He earned his B.A. degree, summa cum laude, from the University of Utah and his J.D. degree, cum laude, from Case Western Reserve University, where he was a contributing editor for the Case Western Reserve Law Review.
