PETER G. BARTON is an attorney with the law firm Givens Pursley LLP, where his practice focuses primarily on environmental and natural resources law and on real estate transactions. His environmental career began as an undergraduate in civil and environmental engineering at Duke University. After graduating, Mr. Barton spent more than four years at a consulting civil and environmental engineering firm designing and managing complex land projects. After law school, he clerked for the Hon. Peter C. Dorsey, U.S. District Judge for the District of Connecticut. While at the U.S. Department of Justice, Mr. Barton drafted successful appellate briefs to multiple U.S. Courts of Appeals. He joined Givens Pursley LLP, after practicing law for several years at a large, international law firm in Washington, D.C. Mr. Barton has experience with CERCLA, NEPA, the Endangered Species Act, the Clean Water Act, the Clean Air Act, the Oil Pollution Act, RCRA, Indian Law, mining law and Idaho water law. He is admitted to practice in Idaho, New York and the District of Columbia, and before the U.S. Court of Appeals for the District of Columbia, the U.S. Tax Court, the U.S. Court of International Trade, the U.S. Court of Federal Claims, the U.S. District Court for the District of Columbia, the U.S. District Court for the District of Connecticut, and the U.S. District Court for the District of Idaho. Mr. Barton earned his B.S.E degree from Duke University and his J.D. degree from Harvard Law School. MARK L. BUTLER is a land use planner with more than 20 years of experience in both public and private sectors. For the last ten years Mr. Butler has been principal owner of Land Consultants Inc. He held the position of City of Eagle Planning and Zoning Administrator for more than four years prior to that. Mr. Butler's public sector work includes employment with the cities of Las Vegas and Henderson Nevada, as well as with the Ada County Highway District. He majored in urban planning at the University of Nevada, Las Vegas. Mr. Butler also is past vice president of Sorrento Corporation which developed residential and commercial property in Idaho. He has been qualified as an expert witness on land use and constitutional law related to land use for cases in the 3rd, 4th and 5th District courts in the State of Idaho. Mr. Butler currently serves on the Design Review Board of the City of Eagle, is chair of the Eagle Fire Department Board of Appeals and is a Board member of the Eagle Chamber of Commerce. He has spoken at seminars in southern Idaho for the past ten years on topics of Land Use Planning and Development, Eminent Domain, Inverse Condemnation and Smart Growth SUSAN E. BUXTON is a shareholder with Moore Smith Buxton & Turcke, Chartered. Her practice representation and emphasizes litigation in the areas of local government, public finance, natural resources, land use, and employment law. In the firm's municipal and local government practice, Ms. Buxton's representation includes several cities, counties, fire districts, school districts, public charter schools, and water delivery companies in natural resources, water, land use, municipal bonds, employment, contracts, construction, intergovernmental and joint powers agreements, administrative and general counsel matters. She is a certified mediator registered with both the Idaho Supreme Court and the U.S. District Court. Ms. Buxton earned her B.A. degree from Whitman College and her J.D. degree from the University of Idaho. PAUL J. FITZER is an attorney with Moore Smith Buxton & Turcke, Chartered, practicing in the areas of municipal law, civil litigation and land use law. Mr. Fitzer serves as general counsel for more than a dozen governmental entities including municipalities, counties and districts. Additionally, he represents private individuals, partnerships and corporate entities in various land use planning endeavors. Mr. Fitzer is a member of the Idaho State Bar (Local Government Section) and is active in the Association of Idaho Cities. He graduated from Southern Methodist University School of Law. TODD M. LAKEY is an attorney with Borton - Lakey Law and Policy, where his practice focuses on land use and zoning, real estate, public entity law, administrative law, health care, government relations, contract and business law. He has been in private practice since 2004. Over his career he has handled real estate transactions and obtained entitlements and approvals for thousands of acres of land throughout the region. Mr. Lakey has overseen large complex residential, commercial, mixed use and industrial projects. Mr. Lakey earned his bachelor's degree from Brigham Young University and his J.D. degree from Lewis and Clark Northwestern School of Law, where he was a member of the Cornelius Honor Society and the Moot Court Honor Board. He currently is a member of the Board of Directors for Idaho Partners Against Domestic Violence.
