JOHN S. CARROLL is a sole practitioner in Honolulu, Hawaii. He uses his legal skills, frequently pro bono, to benefit others. Mr. Carroll specializes in Aviation law and has associated with Melvin Belli on the Aloha and United Airline cases of recent years. In addition to aviation tort, he was involved in corporate structuring and certification for Part 135 carriers, assisted Japan Air Line (JAZ) management in working proposals to US FAA administrators with respect to frequency of landing and gate use in the United States, negotiating leases of airport offices at Haneda, Sydney and San Francisco airports and international contractual arrangements for pilot leasing, simulator utilization and other areas involving knowledge of aviation operations and the applicable laws of the nations involved. He graduated from UH Manoa with a Bachelor of Education degree and earned his professional teaching certificate while working towards a master's degree in Far Eastern Studies. Mr. Carroll attended law school at St. Mary's University College of Law, San Antonio, Texas. He earned his J.D. degree at a time when the normal degree was the Bachelor of Law (Ll. B.) and was admitted to practice law in Hawaii in 1965. While serving in the United States Air Force, he was certified as a staff Judge Advocate and finished his military career as the joint staff Judge Advocate for both the Army and Air National Guard units, State of Hawaii. Mr. Carroll was elected to the State House of Representatives and served four terms. He also served one term in the State Senate. RANDALL HARAKAL is an attorney with the Law Offices of Gary Y. Shigemura in Honolulu, Hawaii, where his practice concentrates in litigation, corporations (profit and nonprofit), labor and employment relations, and tax law. He is currently a director and the 1st senior vice president/treasurer/general counsel for Unity House, Inc., a large Hawaii nonprofit 501(c) (4) tax-exempt organization, and serves as a director and officer on various other nonprofit organizations in Hawaii. Mr. Harakal has written course outlines and articles, has been a frequent speaker at various legal and business seminars, and served as a co-editor of the 2001 Hawaii Non-Profit Law handbook. He is a member of the Hawaii State Bar Association; the Hawaii District Court and various other district courts in the United States; the 9th Circuit Court of Appeals; and the U.S. Tax Court. Mr. Harakal also has served as the past president of the Federal Bar Association, Hawaii Chapter. He also is an associate professor at the Hawaii Pacific University, teaching business law for managers in the M.B.A. program. Mr. Harakal earned his B.A degree from Villanova University and his J.D. degree from Widener University, Delaware Law School. JAMES A. KAWACHIKA is a partner with the law firm of O'Connor Playdon & Guben, where his practice includes advising lawyers and law firms on legal ethics matters and representing lawyers before the Disciplinary Board of the Hawaii Supreme Court. He also serves as an expert witness in legal ethics. Mr. Kawachika is a former chair of the Disciplinary Board and a past president of the Hawaii State Bar Association. He is currently one of Hawaii's delegates to the American Bar Associations House of Delegates and was selected by the American Bar Associations president to serve a three-year term on the American Bar Associations Standing Committee on Ethics and Professional Responsibility, which analyzes and issues formal opinions interpreting the American Bar Associations Model Rules of Professional Conduct and the Model Code of Judicial Conduct. Mr. Kawachika has presented numerous legal ethics seminars for both private CLE providers and the HSBA as well as individual organizations. He earned his B.A. degree from the University of Hawaii and his J.D. degree from Boalt Hall School of Law, University of California at Berkeley. Mr. Kawachika is a member of the Hawaii State and American bar associations, American Bar Association Center for Professional Responsibility, and the American Judicature Society. He is president of the Hawaii Justice Foundation and a director of the Hawaii Chapter of the American Judicature Society. Mr. Kawachika is "AV"- rated by the Martindale-Hubbell Law Directory and is listed in Best Lawyers in America by Woodward/White. MICHELE-LYNN E. LUKE is of counsel in the law firm of Kessner Umebayashi Bain & Matsunaga, Attorneys at Law. Her primary areas of practice are commercial litigation, product liability, employment practices, toxic torts, public utilities litigation, professional malpractice, construction defects litigation and personal injury. Ms. Luke is admitted to practice before the Hawaii State Bar, the U.S. District Court (District of Hawaii), the U.S. Court of Appeals (9th Circuit) and the U.S. Supreme Court. She is a member of the Hawaii State Bar Association, the Hawaii Defense Lawyers Association, the Defense Research Institute and the State of Hawaii Court-Annexed Arbitration Program (Arbitrator). Ms. Luke earned her B.A. degree from the University of Hawaii and her J.D. degree from American University, Washington School of Law.
