PAUL B. FRICKEY is an attorney with the law firm of Jarrard & Davis, LLP, where he focuses his practice on the representation of government entities in land use and zoning matters. Mr. Jarrard's public entity representation has focused primarily on actions arising under 42 U.S.C. §1983, but has also included zoning, right-of-way issues, land use, employment, tort and premises liability claims. He has represented counties and municipalities throughout Georgia, as far south as Decatur, as far north as Catoosa, and eastern and western counties such as Richmond and Carroll, respectively. Mr. Jarrard's firm, Jarrard & Davis, LLP, serves as county attorneys for Forsyth, Franklin and Barrow counties, and represents numerous other local governments through insurance retention or direct hire. He routinely speaks at continuing legal education seminars on topics related to local governmental law, including pursuing tort claims against local governments, 42 U.S.C. §1983 litigation, and governmental immunities. Mr. Jarrard is licensed to practice in all state and federal courts in Georgia, including all federal districts, the 11th Circuit Court of Appeals, the Georgia Court of Appeals and the Georgia Supreme Court. He is a graduate, cum laude, of the University of Tennessee School of Law. Mr. Jarrard is licensed to practice in Tennessee and Georgia. ANDREA C. JONES is a partner at Dillard & Galloway, LLC, a firm specializing in land use and local government law. Ms. Jones earned her A. B. degree, with honors, from Georgia State University and her law degree from Georgia State University College of Law, where she was a member of the Georgia State University Law Review. Her main practice areas are zoning and condemnation litigation, boundary line disputes and other litigation involving real property. Ms. Jones has authored numerous articles on land use topics, such as administrative hearings, evidentiary and procedural requirements, local zoning and the Telecommunications Act of 1996. She also has written growth management strategies through local regulation, exclusionary zoning, the Religious Land Use and Institutionalized Persons Act, among others, which have been presented to the Georgia State Bar Institute for Continuing Legal Education and at other legal seminars. She is a member of the State Bar of Georgia and the Atlanta Bar Association. DANA K. MAINE is a partner with the firm Freeman Mathis & Gary, LLP, where she has a variety of experience representing corporate and governmental entities. She served as an assistant county attorney, with the DeKalb County attorney's office before joining the firm. Ms. Maine has defended corporations and local governments in trial and appellate matters involving land use and zoning, law enforcement, civil rights and tort litigation. She is admitted to practice before the State Bar of Georgia, and the U.S. District Court Northern District of Georgia. Ms. Maine earned her B.A. degree from Agnes Scott College and her J.D. degree from Emory University School of Law. She is a member of the State Bar of Georgia, and the Federal and American bar associations. Ms. Maine is also a member of Defense Research Institute (DRI), the Governmental Liability Committee, Georgia Defense Lawyers Association, Leadership Subcommittee, and the Municipal Lawyers Association.
