LINDA I. DUNLAVY is a principal in her firm of Dunlavy Law Group, LLC, specializing in civil litigation, business litigation, governmental regulation, planning land use and zoning, and general permitting. She has experience in zoning and land use law representing local government, developers and builders in administrative and judicial venues at all levels. Ms. Dunlavy is the author of zoning and other land use ordinances. She has defended zoning cases as an assistant county attorney for DeKalb County. Ms. Dunlavy earned her B.S. degree, with special distinction, from the University of Iowa and her J.D. degree from the University of Iowa. She served as an adjunct professor for Georgia State University teaching civil litigation. Ms. Dunlavy is a member of the Decatur-DeKalb County Bar Association, the State Bar of Georgia and the Georgia Association of Women Lawyers. PAUL B. FRICKEY is an attorney with the law firm of Jarrard & Davis, LLP, where he focuses his practice on the representation of government entities in land use and zoning matters. He earned his B.A. degree from the University of California, Berkeley, his M.B.A. degree from Northeastern University and his J.D. degree from the University of California, Hastings College of the Law. Mr. Frickey is a member of the State Bar of Georgia (member, Real estate Section) and the Forsyth County Bar Association. KEN E. JARRARD has represented counties and municipalities throughout Georgia and Tennessee since 1995. Mr. Jarrard's public entity representation has focused primarily on actions arising under 42 U.S.C. §1983, but also has included zoning, right-of-way issues, land use, employment, tort and premises liability claims. He has represented counties and municipalities throughout Georgia, as far south as Decatur, as far north as Catoosa, and eastern and western counties such as Richmond and Carroll, respectively. Mr. Jarrard's firm, Jarrard & Davis, LLP, serves as county attorneys for Forsyth, Franklin and Barrow counties, and represents numerous other local governments through insurance retention or direct hire. He routinely speaks at continuing legal education seminars on topics related to local governmental law, including pursuing tort claims against local governments, 42 U.S.C. §1983 litigation, and governmental immunities. Mr. Jarrard is licensed to practice in all state and federal courts in Georgia, including all federal districts, the 11th Circuit Court of Appeals, the Georgia Court of Appeals and the Georgia Supreme Court. He is a graduate, cum laude, of the University of Tennessee School of Law. Mr. Jarrard is licensed to practice in Tennessee and Georgia. ALICE F. WAKEFIELD is currently the Community Development Director for the City of Roswell, where she oversees planning and zoning, engineering and land development, permitting, code enforcement, GIS and economic development. She has previously worked in similar positions at the City of Milton, City of Atlanta and Fulton County. In addition to work in the state of Georgia, Ms. Wakefield has worked in Texas, Pennsylvania, Massachusetts and her home state of Kentucky. She has more than 30 years of experience in current planning, long-range planning, land development, economic development, and historic preservation. Ms. Wakefield is a graduate of Austin Peay State University in Clarksville, Tennessee and Western Kentucky University in Bowling Green, Kentucky. She is a member of the American Planning Association and Georgia Planning Association. KYLE WILLIAMS is a partner at Williams Teusink Larsen, where he focuses his practice on zoning, land use and general litigation matters, representing property owners, real estate developers, builders, real estate agents and brokers, real estate appraisers and other real estate professionals. Mr. Williams has represented clients in numerous jury, bench and arbitration trials throughout Georgia. He also represents clients before state agencies and local governments on permitting, code enforcement and zoning matters. In 2005, 2006, and 2009 Mr. Williams was recognized as a Georgia "Rising Star in Litigation, Land Use and Zoning" by Georgia Super Lawyer and Atlanta Magazine. He is in his second term on the Decatur Zoning Board of Appeals and served on the Transition Committee for DeKalb County Chief Executive Officer Burrell Ellis.
