RONALD S. FOSTER, MAI is president of Ronald S. Foster & Company, Inc., a real estate appraisal firm established in 1984. Mr. Foster is a Georgia Certified General Real Property Appraiser and a designated member of the Appraisal Institute. He specializes in condemnation, litigation work, and providing expert witness testimony for government entities and individuals. Clients include the Georgia Department of Transportation, numerous metro Atlanta counties and the United States Attorney's office. He has a B.A. degree in economics and business administration from Furman University. KENNETH L. LEVY is a partner in the Decatur, Georgia law firm of Zachary & Segraves, P.A. Mr. Levy practices in real estate litigation, and in particular, eminent domain and landlord/tenant. He is a Special Assistant Attorney General of the State of Georgia and has represented the Georgia Department of Transportation, the Georgia Department of Corrections, the Georgia Ports Authority, the Georgia World Congress Center, the Board of Regents for the University System of Georgia, the Georgia Department of Natural Resources, the City of Avondale Estates, and numerous private individuals and entities. Mr. Levy has appeared as a guest lecturer before the Georgia Real Estate Investors Association and continuing legal education seminars. He has also be a guest on CNN's Letter of the Law show as well as The Business Channel. Mr. Levy has lectured on Georgia landlord/tenant issues. He earned his B.A. degree, summa cum laude, from the University of Cincinnati and is a graduate of the American University Washington College of Law. While attending American University, he was chairman of the law school's Moot Court Board. In 1979, Mr. Levy was appointed Assistant Attorney General of the State of Ohio and served in both the Anti-trust and Transportation sections. He also represented the Ohio Arts Council. THOMAS M. MITCHELL is a partner of the law firm of Carothers & Mitchell, LLC, located in Buford. He served as city attorney for Snellville from 2003 to 2008, and currently represents Statham and Hoschton, while his firm represents several other cities. Mr. Mitchell represents various counties in the areas of civil rights, eminent domain and nuisance. His litigation practice includes representation of numerous cities through the Georgia Interlocal Risk Management Agency, as well as several small businesses and individuals. Mr. Mitchell also represents clients with regard to real estate, construction and foreclosure. He regularly speaks on zoning and other land use issues. Mr. Mitchell graduated with distinction from the University of Virginia and magna cum laude from the University of Georgia Law School. He then served as law clerk to U. S. District Judge Harold L. Murphy before beginning private practice. CHRISTOPHER L. PHILLIPS is a partner at the Marietta, Georgia law firm of Jackel & Phillips. His primary areas of practice include condemnation, landlord/tenant, personal injury and medical malpractice. Mr. Phillips served in the Judge Advocate General Corp of the U.S. Navy from 1995-1998, where he acted as a prosecutor for numerous criminal jury and non-jury trials, and currently serves as a Commander Judge Advocated General of the U.S. Navy-reserves. He then went to the Georgia Attorney General's Office from 1998-1999, and served in the Capital Litigation Department, where he represented the State of Georgia in numerous death penalty habeas corpus hearings and appellate proceedings. Mr. Phillips is admitted to practice before the Supreme Court of Georgia; the Supreme Court of the United States; United States Court of Appeals, 11th Circuit; United States District Court, Northern District of Georgia; and the State Bar of Georgia. He earned his B.A. degree from the Virginia Military Institute and his J.D. degree from the Cumberland School of Law, Sanford University. Mr. Phillips is a member of the State Bar of Georgia and the Cobb County Bar Association.
