RICHARD L. ABBOTT is a member of Abbott Law Firm in Hockessin, Delaware, where he practices in the areas of real estate, eminent domain and commercial litigation. Mr. Abbott has lectured previously for the Delaware State Bar Association and National Business Institute. He earned his B.A. degree from the University of Delaware and his J.D. degree from The Dickinson School of Law. Mr. Abbott is a member of the Delaware State Bar Association. He is former special counsel to the Delaware Department of Transportation and is a former member of the New Castle County Council. A. KIMBERLY HOFFMAN is a partner in the Wilmington office of the law firm of Morris James LLP, where her areas of practice include land use and zoning, real estate, business law and environmental law. She earned her B.A. degree from Bryn Mawr College and her J.D. degree, with high honors, from Florida State University College of Law. In addition to Delaware, Ms. Hoffman is admitted to practice in the District of Columbia and Florida. During law school, she served on the Law Review as well as the Journal of Land Use and Environmental Law. She was also chosen as the Beverly McClear Scholar of land use law. Ms. Hoffman is certified as an instructor by the New Castle County Board of Realtors and has spoken for various professional groups on her areas of practice. She is rated by Chambers USA as a notable practitioner in the area of zoning law. JOHN E. TRACEY is a partner in the Wilmington law firm of Young Conaway Stargatt & Taylor, LLP, where his practice is concentrated in the areas of land use and zoning. Mr. Tracey currently focuses his practice on representing developers and land owners in land use and zoning matters in all three counties and many municipalities in Delaware. He has lectured on issues relating to land use and zoning. He served as an assistant county attorney and first assistant county attorney with New Castle County where he split his time equally between litigation matters and the representation of the county's various administrative land use boards, including the Board of Adjustment, Planning Board and Historic Review Board. Mr. Tracey earned his B.A.A.S. degree from the University of Delaware and his J.D. degree from the University of Maryland. He is a member of the American and Delaware State bar associations. SHAWN P. TUCKER is the partner in charge of the Wilmington office of Drinker Biddle & Reath LLP. He also is a member of the firm's real estate, environmental, energy and commercial litigation practice groups. Mr. Tucker has extensive experience in zoning and subdivision law, litigation, government procurement and regulatory matters. Prior to joining the firm, he served as the attorney for New Castle County in charge of all land use and related litigation. Mr. Tucker was one of the principle authors of New Castle County's new zoning and subdivision code, the Unified Development Code (UDC), which contains all of the county's new regulations related to the zoning and subdivision of property. Shortly after the UDC was enacted, he was tapped to lead New Castle County's Land Use Department, responsible for regulating all land use matters, including applications related to rezonings, subdivisions, building permits, storm-water and erosion control, Historic Review Board, traffic impact study waivers, assessment appeals and code enforcement. As general manager of the Department of Land Use, Mr. Tucker also was responsible for inter-governmental coordination on land use matters with the State of Delaware, Kent County, Sussex County and local municipalities, advising the executive branch and County Council regarding land use matters and providing land use recommendations to the Planning Board, Board of Advertisement, Historic Review Board and the RPA Technical Advisory Committee. He earned his B.S. degree from the University of Delaware and his J.D. degree from Widener University School of Law.
