FRANCIS S. BABIARZ is Delaware's deputy bank commissioner for supervisory affairs. Prior to this position, he was in private law practice for many years. During that time, Mr. Babiarz handled matters involving commercial litigation, business planning, employment law and professional disciplinary proceedings. He graduated with honors from the University of Delaware and earned his J.D. degree, cum laude, from the University of Michigan Law School, where he was a member of the staff of the University of Michigan Journal of Law Reform. Mr. Babiarz also has a Master of Laws degree from Temple University Law School. He is a member of the Delaware State Bar Association, has served on its Professional Guidance Committee and has been a member of the Delaware State Board of Accountancy, also serving as its secretary. Currently, Mr. Babiarz is a member of the Legislative and Regulatory committees of the Conference of State Bank Supervisors and also serves on its internet banking task force. He was a member of the Delaware Attorney General's senior victim task force and served on the Financial Fraud Subcommittee. DOUGLAS T. COATS is an attorney in the tax and business planning group of Young Conaway Stargatt & Taylor, LLP, in Wilmington, Delaware. Prior to joining Young Conaway, Mr. Coats was an attorney in the tax group of Venable LLP in Baltimore, Maryland. Prior to practicing law for over seven years, Mr. Coats was a certified public accountant and senior tax consultant with the Baltimore office of Deloitte & Touche LLP. He has significant experience in the planning and structuring of sophisticated transactions for both public and privately-held companies involving corporations and flow-through entities. Mr. Coats has represented both individual and business taxpayers in matters before the Internal Revenue Service and state taxing authorities. He also advises clients with respect to estate and gift tax matters. Mr. Coats earned his Bachelor's degree (with a major in accounting) from the Sellinger School of Business at Loyola College in Baltimore, Maryland, and his J. D. degree, magna cum laude, from the University of Baltimore School of Law. STEVEN D. GOLDBERG is a partner in the Wilmington law firm of Saul Ewing LLP, a Mid-Atlantic Regional law firm, where he concentrates his practice in the areas of real property law, business law, alternate entities and commercial transactions. Mr. Goldberg has traveled throughout Europe, Asia and South America to lecture on Delaware Limited Liability Companies on behalf of the Delaware Secretary of State. He earned his B.A. degree from the University of Delaware and his J.D. degree, with honors, from George Washington University Law School, where he was a senior associate on the George Washington Law Review. Mr. Goldberg is a member of the Delaware State (member, sections on General Corporations, Real and Personal Property, and Commercial Law, as well as the Alternate Entity Committee which is responsible for recommending updates to Delaware's Limited Liability Company Act, the Delaware Revised Uniform Limited Partnership Act, and the Delaware Revised Uniform Partnership Act) and American bar associations. JOHN LEGARE WILLIAMS is a partner in the Wilmington law firm of The Williams Law Firm, P.A., where his practice focuses on transactions and litigation, including the areas of corporate, commercial and estate law, much involving LLCs. Mr. Williams is also the vice president of Agents and Corporations, Inc., a registered agent for about 10,000 Delaware entities. He earned his B.A. degree from Williams College and his J.D. degree from Emory University School of Law. Mr. Williams is admitted to practice law in Delaware, Pennsylvania, New Jersey, New York, and Massachusetts. He is a member of the Delaware Trial Lawyers Association and the Richard S. Rodney Inn of Court. Mr. Williams is also the chairman of the Delaware Natural Areas Advisory Council, appointed by Governor Minner in 2007.
