FRANCIS S. BABIARZ is Delaware's deputy bank commissioner for supervisory affairs. Prior to this position, he was in private law practice for many years. During that time, Mr. Babiarz handled matters involving commercial litigation, business planning, employment law and professional disciplinary proceedings. He graduated with honors from the University of Delaware and earned his J.D. degree, cum laude, from the University of Michigan Law School, where he was a member of the staff of the University of Michigan Journal of Law Reform. Mr. Babiarz also has a Master of Laws degree from Temple University Law School. He is a member of the Delaware State Bar Association, has served on its Professional Guidance Committee and has been a member of the Delaware State Board of Accountancy, also serving as its secretary. Currently, Mr. Babiarz is a member of the Legislative and Regulatory committees of the Conference of State Bank Supervisors and also serves on its internet banking task force. He was a member of the Delaware Attorney General's senior victim task force and served on the Financial Fraud Subcommittee. STEVEN D. GOLDBERG is a partner in the Wilmington law firm of Saul Ewing LLP, a Mid-Atlantic Regional law firm, where he concentrates his practice in the areas of real property law, business law, alternate entities and commercial transactions. Mr. Goldberg has traveled throughout Europe, Asia and South America to lecture on Delaware Limited Liability Companies on behalf of the Delaware Secretary of State. He earned his B.A. degree from the University of Delaware and his J.D. degree, with honors, from George Washington University Law School, where he was a senior associate on the George Washington Law Review. Mr. Goldberg is a member of the Delaware State (member, sections on General Corporations, Real and Personal Property, and Commercial Law, as well as the Alternate Entity Committee which is responsible for recommending updates to Delaware's Limited Liability Company Act, the Delaware Revised Uniform Limited Partnership Act, and the Delaware Revised Uniform Partnership Act) and American bar associations. GEORGE H. SKINNER is a certified public accountant in Newark, Delaware. He also is certified as a management accountant (CMA) by the Institute of Management Accountants. Mr. Skinner has spoken for the National Association of Tax Professionals, where he spoke at tax update seminars and also spoke on corporate and partnership tax preparation. He taught accounting for two years at Wilmington College and at Delaware Technical and Community College. Mr. Skinner earned his B.A. degree from the University of Delaware. He is a member of the National Association of Tax Professionals, the American Institute of Certified Public Accountants (AICPA) and the Delaware Society of Certified Public Accountants. GLEN P. TRUDEL is a partner in the business law group of Connolly Bove Lodge & Hutz LLP. He has provided counsel, opinions and documentation in connection with general corporate and alternative entity business transactions, acquisitions and other agreements, as well as corporate and alternative entity formation and advice on governance issues. Mr. Trudel also represents financial institutions and companies dealing with them in connection with consumer and commercial lending and deposit products, compliance and regulatory due diligence, new product development, financial institution operational regulatory matters, policy and procedure drafting/review, transactional banking, account processing and other outsourcing agreements, bank formation and payment systems. He is a member of the Delaware State Bar Association (past member, Corporate Counsel Committee; founding member, International Law Committee), the American Bar Association (Business Law Section and Consumer Financial Services Committee) and Delaware Greenways, Inc. (Board of Directors member, Treasurer). Mr. Trudel earned his B.A. and B.S. degrees, summa cum laude, from Providence College, and his J.D. degree from Georgetown University.
