RICHARD A. BARKASY is a partner with Schnader Harrison Segal & Lewis, LLP, where he is a member of the litigation services department and bankruptcy, workout and business reorganization practice group. Mr. Barkasy devotes a substantial portion of his practice to bankruptcy matters and also is an experienced commercial litigator. Mr. Barkasy is an adjunct professor at Rutgers University School of Law (Camden) where he teaches bankruptcy, secured transactions and construction law. He is admitted to practice in Pennsylvania, Delaware and New Jersey. He earned his B.A. degree from Dickinson College and his J.D. degree, with honors, from Rutgers University School of Law. Mr. Barkasy is a member of the American, Delaware State and Camden County bar associations and the Eastern District of Pennsylvania Bankruptcy Conference. ROBERT H. OBRINGER is the senior vice-president of Compliance and General Counsel of Phillips & Cohen Associates, Ltd., where he has been employed in various capacities since autumn of 2000. He is an adjunct professor at Rosemont College, as well as a member of the faculty of the University of Phoenix, since 1999. Mr. Obringer earned his bachelor's degree in philosophy at Duquesne University; his master's degree in theology at Mt. St. Mary University; his MBA degree, with a specialization in technology management, at the University of Phoenix; and his J.D. degree at Rutgers University School of Law. He is a member of the National Association of Retail Collection Attorneys (NARCA), the National Bankruptcy Institute and the American Collectors Association (ACA). Mr. Obringer is a member of the Pennsylvania and Delaware State bar associations. DAVID M. POWLEN is a partner in the Wilmington, Delaware office of Barnes & Thornburg LLP, which is one of the 100 largest law firms in the United States, with 12 offices and over 550 legal professionals. Mr. Powlen practices primarily in the areas of creditors' rights, bankruptcy, financing and restructuring transactions, and commercial litigation. He is active in a number of organizations focused on these fields, including the American Bankruptcy Institute, the Business Bankruptcy Committee of the American Bar Association and the Bankruptcy Section of the Delaware State Bar Association. He is listed in The Best Lawyers in America ® 2012 (Woodward/White, Inc.). PATRICK SCANLON is a sole practitioner in Milford, where his practice emphasizes the areas of skip tracing, fair debt collection and creditors' rights. He earned his B.A. and M.A. degrees from Duquesne University, and his J.D. degree from Rutgers University at Camden. Mr. Scanlon is currently a member of the Sussex County and Delaware State bar associations, and is a past member of the Delaware Panel of Interim Bankruptcy Trustees.
