FRANCIS S. BABIARZ is Delaware's deputy bank commissioner for supervisory affairs. Prior to this position, he was in private law practice for many years. During that time, Mr. Babiarz handled matters involving commercial litigation, business planning, employment law and professional disciplinary proceedings. He graduated with honors from the University of Delaware and earned his J.D. degree, cum laude, from the University of Michigan Law School, where he was a member of the staff of the University of Michigan Journal of Law Reform. Mr. Babiarz also has a Master of Laws degree from Temple University Law School. He is a member of the Delaware State Bar Association; has served on its Professional Guidance Committee; and has been a member of the Delaware State Board of Accountancy, also serving as its secretary. Currently, Mr. Babiarz is a member of the Legislative and Regulatory committees of the Conference of State Bank Supervisors and also serves on its internet banking task force. He was a member of the Delaware Attorney General's senior victim task force and served on the Financial Fraud Subcommittee. STEVEN D. GOLDBERG is in private practice in his own Wilmington law firm of Steven D. Goldberg, PA, where he concentrates his practice in the areas of real business law, alternate entities, property law, and commercial transactions. Mr. Goldberg has traveled throughout Europe, Asia and South America to lecture on Delaware limited liability companies on behalf of the Delaware Secretary of State. He earned his B.A. degree from the University of Delaware and his J.D. degree, with honors, from George Washington University Law School, where he was a senior associate on the George Washington Law Review. Mr. Goldberg is a member of the Delaware State Bar Association (member, sections on General Corporations, Real and Personal Property, and Commercial Law, as well as the Alternate Entity Committee which is responsible for recommending updates to Delaware's Limited Liability Company Act, the Delaware Revised Uniform Limited Partnership Act, and the Delaware Revised Uniform Partnership Act) and the American Bar Association, where he participates in its Opinion Law Committee (Business Laws Section), LLC and Unincorporated Entity Committee (Business Laws Section), and LLC Committee (Real Property and Trust Section). GEORGE H. SKINNER is a certified public accountant in Newark, Delaware. He also is certified as a management accountant (CMA) by the Institute of Management Accountants. Mr. Skinner has spoken for the National Association of Tax Professionals, where he spoke at tax update seminars and also spoke on corporate and partnership tax preparation. He taught accounting for two years at Wilmington College and at Delaware Technical and Community College. Mr. Skinner earned his B.A. degree from the University of Delaware. He is a member of the National Association of Tax Professionals, the American Institute of Certified Public Accountants (AICPA) and the Delaware Society of Certified Public Accountants. JOHN LEGARE WILLIAMS is vice president and partner in the Wilmington law firm of The Williams Law Firm, P.A., where his practice focuses on estate planning; asset protection; business transactions; and business disputes, much involving LLCs. Mr. Williams is also the vice president of Agents and Corporations, Inc., a registered agent for about 13,000 Delaware entities, including hundreds of series LLCs. Mr. Williams is admitted to practice law in Delaware, Pennsylvania, New Jersey, New York, and Massachusetts. He is a member of the Delaware Trial Lawyers Association and the Richard S. Rodney Inn of Court. Mr. Williams is also a member of the Business Law, Probate and Real Property, and Law Practice Management sections of the American Bar Association. He has been recognized by Philadelphia Magazine as 2010 and 2011 5-Star Wealth Manager in Estate and Business Planning. Mr. Williams earned his B.A. degree from Williams College and his J.D. degree from Emory University School of Law.
