TIMOTHY D. BATES is a partner with Robinson & Cole LLP, where he assists clients in meeting requirements for land development, particularly planning, zoning and wetlands regulations. He has previously lectured on his areas of expertise. Mr. Bates wrote the "Property Tax Assessment: Valuation Methods Combined for Leased Property," published in State and Local Law News, ABA Section of State and Local Government Law, Vol. 30 No. 1, Fall 2006; and the "McMansions and the Geometry of Zoning" published in Planning Commissioners' Journal, No. 66, Spring 2007. He earned his B.A. degree, cum laude and with honors, from Yale University and his J.D. degree, H.F.S. Scholar, from Columbia Law School. Mr. Bates is a member of the Connecticut Bar Association (Planning and Zoning Committee, 2002 to 2003, past chairman) and the International Municipal Lawyers Association (2003 to present). ADAM J. COHEN is a member of the Bridgeport law firm of Pullman & Comley LLC. He practices in the area of complex litigation, including creditors' rights, defamation, business evictions, consumer credit and lien foreclosures. He also has considerable experience representing municipal and private communities throughout Connecticut. Mr. Cohen organizes neighborhood districts; drafts ordinances and bylaws; enforces assessments; and modernizes organic documents for municipalities, condominiums and residential associations across the state. He serves as general counsel for the Connecticut Tax Collectors' Association and chairs the firm's Municipal Law and Community Associations Section. Mr. Cohen often lectures to officers and managers of towns, tax districts and condominiums on revenue collection strategies and other issues of interest to these communities. He earned his B.A. degree, cum laude, from Vassar College and his J.D. degree, cum laude, from Cornell Law School. Mr. Cohen is admitted to practice in Connecticut, as well as before the U.S. Court of Appeals for the Second Circuit and the U.S. District Court for the District of Connecticut. JEFFREY M. DONOFRIO is a partner in the North Haven law firm of Ciulla & Donofrio, LLP, where he practices in the areas of construction law, commercial litigation and municipal law. He received his B.A. degree from Boston College and his J.D. degree from Catholic University of America. Mr. Donofrio has spoken at seminars sponsored by the New Haven County Bar Association, the Bank Compliance Association of Connecticut, the Connecticut Bar Association and National Business Institute on general commercial litigation, construction law and legal technology topics. Mr. Donofrio is a member of the American Bar Association (Litigation Section, Forum on the Construction Industry and Construction Litigation Committee), the Connecticut Bar Association (Litigation and Commercial Law sections) and the New Haven County Bar Association. JOHN C. KING is a principal in the firm of Updike, Kelly & Spellacy, P.C. in Hartford, where he focuses his practice on administrative proceedings, utilities, commercial litigation, municipal law, employment, and government relations and public affairs. Mr. King has extensive trial experience, both court and jury, and appellate experience in both the state and federal systems. He also has extensive experience within the state and federal administrative system, and he represents a significant number of clients before the Connecticut General Assembly on a wide variety of matters. Mr. King is regarded as one of the most knowledgeable lobbyists in the public utilities field. In the area of municipal defense, Mr. King has litigated on behalf of many of Connecticut's municipalities. He earned his J.D. degree from Georgetown University Law Center and his B.S.F.S. from Georgetown University. He is admitted to practice in Connecticut, as well as before the U.S. Supreme Court, the U.S. District Court for the District of Connecticut and the U.S. Court of Appeals for the Second Circuit. Mr. King is president of the Hartford County Bar Association (co-chair, Municipal Law Committee).
