MALCOLM F. BARLOW is a partner in the Manchester firm of Barlow & Murphy, LLP, where he practices in the areas of elder law, probate, personal injury and real estate. He has been involved in probate practice since 1978 and has litigated probate issues, including the admission of wills. Mr. Barlow is a frequent lecturer at seminars on elder law and probate matters. He is a past president of the Manchester Bar Association and is a member of the Hartford County Bar Association and Connecticut Bar Association. Mr. Barlow is a member of the American Bar Association, the American Association of Justice and the Connecticut Trial Lawyers Association. He is also a participating attorney in the AARP Legal Services Network, is a member of the National Association of Elder Law Attorneys (NAELA) and a member of the Connecticut Chapter of NAELA. Mr. Barlow earned his B.A. and J.D. degrees from the University of Connecticut. MARTIN B. BURKE is a sole practitioner in Rockville, Connecticut, where he concentrates his practice in elder law, Title XIX, special needs trusts, veterans' benefits, probate and real estate. He is a graduate of Albany Law School and has provided legal services in Vernon, Connecticut since 1968. Mr. Burke is a member of the National Academy of Elder Law Attorneys (NAELA), the Academy of Special Needs Planners and the Connecticut Bar Association, including the CBA's Estates & Probate and Elder Law sections. He is admitted to practice in Connecticut, New York and Maine. HON. JOYCE KRUTICK CRAIG, U.S. Administrative Law Judge (Ret.), was with the Office of Disability Adjudication and Review of the Social Security Administration from November 1981 through January 2009. She served her first 18 years in the Newark, New Jersey office, moving to Hartford in December 1999. From August 1999 through September 2001, she served as Hearing Office Chief Judge of the Hartford Connecticut Office of Hearings and Appeals. Judge Krutick Craig earned her B.A. degree in history from Long Island University, her J.D. degree from Brooklyn Law School and her L.L.M. degree in law in the field of health law and policy from Seton Hall University School of Law. She has published several articles, including Contempt Powers of the Administrative Law Judge, 12 J. NAALJ 4 (Spring 1992). Her master's thesis, Managed Care Grievance Procedures: The Dilemma and the Cure was published by Pepperdine University School of Law in their Journal of the National Association of Administrative Law Judges, 21 J. NAALJ 306 (Fall 2001). She is a member of the bars in Connecticut, New York, New Jersey and Florida. She also serves on the Board of Directors of the Connecticut Consortium for Law and Citizenship Education and chairs the Connecticut Bar Association's Committee for Law Related Education. The first woman elected to the Board of Directors of the Association of Administrative Law Judges, she served as chair of the Legislative Committee for many years. In that capacity, Judge Krutick Craig has testified before both the Senate and House Judiciary committees on issues of ALJ independence. She has served as a member of the Office of Disability Adjudication and Review Judicial College, and has also served on the faculty of New Jersey's Institute for Continuing Legal Education. In 1993, Judge Krutick Craig was the recipient of the prestigious Hantman Award, awarded by the New York Social Security Bar Association in recognition of her distinguished contributions to the administration of the Social Security Act. In connection with her responsibilities as an ALJ, she adjudicated disability claims under Title II of the Social Security Act and Title XVI; and until 2004, when the Department of Health and Human Services created its own ALJ corps in the Centers for Medicare and Medicaid Services, she adjudicated Medicare Part A, B, and C cases, as well as Medicare statistical sampling cases. She is currently in private law practice in health law, and mediation and arbitration of health law disputes. BRENDAN F. DALY is a principal of Czepiga Daly Dillman LLC, where he practices in the areas of elder law, estate and disability planning, and estate administration. He has received the designation of Certified Elder Law Attorney (CELA), a certification awarded by the National Elder Law foundation, the only organization approved by the American Bar Association to offer certification in elder law (but not recognized by the Rules Committee of the Superior Court), as a result of his experience, education and testing by the Foundation. This certification in elder law provides a measure of assurance to the public that the attorney has an in-depth working knowledge of the legal issues that impact the elderly. Mr. Daly is very active in public speaking as an adult education instructor, teaching courses on estate and Medicaid planning. He also conducts seminars at area senior centers, nursing homes, civic groups and charitable groups regarding long-term care issues and estate planning. He has written numerous articles regarding estate planning, Medicaid and long-term care, which have appeared in professional journals and newspapers. Mr. Daly is a member of the Elder Law Executive Committee, and Estates and Probate sections of the Connecticut Bar Association. He also is a member of the National Academy of Elder Law Attorneys, including its Connecticut Chapter. ALDO PANTANO is a training program specialist with the State Office of Policy and Management's Connecticut Partnership for Long-Term Care Program. Mr. Pantano coordinates all aspects of the Connecticut Partnership for Long-Term Care Producer Training Program, including scheduling, logistics and agent relations. In addition to conducting the trainings, he coordinates all presentations for the Connecticut partnership, including conducting the presentations; and he works with consumers and agents to answer their questions about long-term care, long-term care insurance and the Connecticut partnership. Prior to joining the Connecticut Partnership for Long-Term Care in 2007, Mr. Pantano spent 17 years marketing group long-term care coverage in the private insurance industry sector.
